Supplements for the 2020/21 school year: the Ministry confirms that there is no boom and that the data is in line with the last year. What changes is the attribution method, given the constitution of the new provincial rankings and institutes based on OM n. 60/2020.

The applications examined for the provincial and school rankings were 1 million and 938 thousand. About 40 thousand were excluded in the period prior to the publication of the rankings, which took place as of September 1, others in the period of complaints, while the school secretariats will carry out more in-depth controls on both admission and of the service and cultural qualifications presented.

Since the first days of September, the School Offices have been proceeding with the appointments of the first and second GPS support, with many problems. A job that for a large number of provinces should be completed these days, while in others critical issues remain.

Once the classifications of the corresponding school have been exhausted, after having contacted neighboring schools in vain, the Director can use the availability requests (MAD).

It is assumed that the establishment of the GPS, with lists of up to thousands of people, makes the presentation of the MAD useless.

In fact, the Ministry in the note of September 5, 2020 imposes a limitation on the sending of MAD

“Requests for availability must be submitted exclusively by teachers who are not registered in any provincial and school ranking and can be submitted for a province to be explicitly declared in the app “

It is our duty to emphasize that the circular does not indicate any consequences for a service performed in contravention of this indication, nor have the unions so far obtained a clarification or integration of the circular.

The most insistent questions:

  • I’m too low on high school GPS, it will be impossible to work. I can send MAD for competition classes that I am not entitled to, for example. the main one, for which there are usually more requests?
  • Can I unsubscribe from the GPS of the province in which I registered to send MAD to another province?
  • I sent MAD before the note from the Ministry, if they call me, can I accept?

The Ministry has established the second strip of the GPS for childhood and primary school by “hiring” students in the third, fourth and fifth years of the Primary Education career, precisely so as not to entrust teaching in primary school to teachers without the skills necessary to teach in this area. Today it is impossible to say whether the established rankings will be able to meet the request.

As for the cancellation of the GPS, even if it is not done formally, the self-declaration that you no longer have an interest in any appointment may be sufficient. But is it convenient, given that the MAD could only be shipped to another province anyway?

We keep asking these questions because we are convinced that throwing the stone and then withdrawing the hand was not correct. Teachers need to know what penalties they would eventually face for a service performed by MAD.

Among other things, an answer must also be given to the question of the School Directors that, faced with the need to quickly find a substitute teacher, they should sift through the MAD to find the one sent based on the requirements of the Ministry circular of 5 September.
