Mandatory use of masks and, if the Rt index on infections increases, irregular early closings for pubs and restaurants, only in those territories that experience a worsening of the situation. Discussion remains open on the measures to be included in the new decree that will be launched on Wednesday, October 7 and will be examined in the Council of Ministers next Monday. The Regions will have the option to further restrict the meshes where they deem it necessary, especially if the trend for new cases increases further. The same also applies to stopping at private parties and the possible contingency of attending ceremonies, as already happened in Campania, where the possibility of holding events every 15 days will be examined depending on the epidemiological situation and the organizers are required. It is mandatory to provide the personal data of those in charge of the kitchen and dining room, as well as to inform the event in advance to the crisis unit to allow controls.

The measurement of the maximum ceiling of one thousand people in stadiums and for large outdoor sporting events, such as Serie A football matches, is confirmed, while other football categories such as Serie B or minor sporting events will remain behind closed doors . With regard to indoor, sporting and non-sporting events (therefore also for shows in theaters or cinemas), the maximum expected presence is 200 people provided that withdrawal is allowed. These same measures had recently suffered a loosening of the meshes thanks to the exceptions introduced by Lombardy, Veneto, Abruzzo and Emilia Romagna. For this reason, if the number of infections remains below a certain threshold, some Regions expect that at least the hypothesis of being able to insert a percentage of up to 10% of the presence of spectators on the total capacity will remain on the table of negotiation. of outdoor facilities. But for now the position of Ministers Speranza, Spadafora and the CTS remains firm.

The current provisions on the percentage of people on board public transport, which will not exceed 80% of capacity, were also confirmed. Strict controls for compliance with the obligation to wear a mask outdoors: whoever does not wear it, or does not do it correctly, will run the risk of administrative penalties ranging from 400 to 3,000 euros, at the discretion of the competent authorities. But even in this case the government could allow the regional presidents, if they deem it necessary, to increase the amount of the fines. The final lines of the new Dpcm will be illustrated by the Minister of Health, Roberto Speranza, next Tuesday in Parliament.
