Covid should make us reflect on various aspects ”. Marcello Pacifico, national president of Anief, in an interview, addresses the issue of competitions in the midst of a pandemic, solutions to precariousness and biological risk for school personnel, for which he asks for “10 euros a day as a sign of attention.”
Should the extraordinary competition be held at this time? The Democratic Party has called for rehearsals to be postponed around Christmas break, but schedules have been released: it starts on October 22
No postponements are needed, the real problem is that competitions are not the solution to insecurity. We continue to reiterate the need to return to the double hiring channel, therefore the reopening of the Gae or hiring from the institute’s rankings or even from the GPS, provided that the new qualification evaluation table is canceled because it has made everyone dissatisfied and violated the principle of trust. School personnel must stabilize as health personnel and local authorities stabilize. History has taught us that the problem of insecurity is not solved by extraordinarily reserved competitions.
A supplementary test is currently not planned. What about the quarantined candidates?
It is unconstitutional to exclude candidates for health problems. Complementary sessions must be held. It would be enough for the Augusto decree to approve a rule in which fixed-term contracts on vacant and available positions are converted after 36 months for an indefinite period. Continuing to flee from the requirements of the European Community on the non-repetition of fixed-term contracts and the prevention of abuse of fixed-term contracts through competitions will not lead Italy to escape a sentence from the Commission itself in the infringement procedure or a conviction. by the Council of Europe in the collective complaints that Anief has filed against the State.
Provincial rankings full of errors, reports are not lacking. Did this lead to more substitute allocation problems?
It was foreseeable when the evaluation table of qualifications is suddenly changed and at the same time the evaluation criteria of qualifications made in recent years are changed, leaving the evaluation of them to the polo schools.
Are the errors mainly due to the change in the valuation table of the values?
Certainly. When Parliament authorized the minister with an ordinance to also manage the qualification criteria of the postulant position given the need to have the GPS ready as soon as possible, without going through the normal process that would have required more than 60 days to be able to approve a modification of the regulation. Nobody expected the rankings to be made different and with new criteria. The system of around 750,000 questions did not hold, but considering the premises it is normal.
Now it could happen on a case-by-case basis if the evaluation table has been applied correctly. We, like Anief, have also challenged the evaluation criteria of the table and therefore the only way is to cancel the evaluation table of grades and restore the table of old school rankings. It is also the simplest solution compared to the analysis of thousands of complaints received.
A difficult start to the year between precarious workers and Covid …
Covid should make us reflect on several aspects. The first fundamental problem is the presence of a real biohazard in the school because there is a crowd. For this, an assignment must be guaranteed not only to health personnel but also to school personnel.
Would it be a check for 300 euros a month?
Yes, it would be € 10 a day, compared to € 40 for a nurse and € 100 for a doctor. It would not be the solution but at least a signal of attention from the government.
Returning to the reflection on Covid, there is a problem related to mobility, understood as the possibility of being able to reconnect with loved ones. Right now we need extraordinary mobility, procedures that allow workers to reunite with their families.
Then you have to think about fragile workers: there must be a window for the exit of pensions that cannot exceed 61-62 years and without penalties. An initial answer could be given considering all the work done in the school as expensive.
Regarding the insecurity and in particular the support teachers, it is clear that there are difficulties. Minister Manfredi has doubled the figures for access to specialization, but once again they refer to the educational offer of the universities and not to the real needs of the schools (personnel, number of places discovered…).
What does Anief ask?
In recent days we have written to Minister Azzolina: we request a political meeting to address the issues of precariousness, the dismissal of master’s graduates, about the consideration of the practical technical diploma to access teaching. We also want to open the table on agile work, which must also be guaranteed from a contractual point of view at school.
