Diesel banned from January 11, 2021

Thus – clarifies the region – “as of January 11, 2021 the Euro 4 diesel without a Fap particle filter, in the winter semester, will not be able to circulate from Monday to Friday from 7.30 to 19.30, in the Municipalities of Band 1 and in the 5 Municipalities of Band 2 with a population greater than 30,000 inhabitants “.

And again: “Euro 3 diesel and Euro 1 gasoline vehicles in Band 1 and 2 municipalities will be limited all year round, Monday to Friday, from 7.30 to 19.30”. So: diesel up to euro 3 and gasoline euro 1 always prohibited from Monday to Friday, from 7.30 to 19.30, and diesel euro 4 without Fap in the 6 winter months on the same days and times.

“This decision is the result of an agreement adopted by the Padano Basin Regions in July – underlines the Minister for the Environment, Raffaele Cattaneo – after the assessments that arose from the effects caused by the health emergency: the reduction of emissions global compared to ordinary due to the blockade, the persistence of the state of emergency until October 15, economic uncertainty, limitations linked to the use of local transport and the persistence of smartworking. In addition, the Regional Council spoke in favor of this postponement through resolution 1022 of April 21, 2020 ”.

What is the move?

The new resolution also sanctions the complete launch of the ‘Move-in’ project, to which Euro 4 diesel vehicles with a mileage limit of 10,000 km for cars and 12,000 for vans can also join this year.

“By joining the ‘Move-in’ service, vehicles subject to restrictions (gasoline Euro 0 and diesel Euro 0, 1, 2, 3, -) will be able to circulate even during restriction hours and in regional areas subject to traffic blockages for a limited number of kilometers – stand out from the region -. The move in fact allows the control of the vehicle’s emissions by monitoring the distances, the actual use of the vehicle and the driving style adopted, by installing a box. This box detects the real distances through the satellite connection to a dedicated technological infrastructure “.

“Moving represents a valid and viable alternative to block traffic. We have also prepared everything necessary – says Cattaneo – for the extension of Move-in also to Area B in Milan, which is currently temporarily suspended ”.

“We try to find a synthesis point between the situation of particular economic and social crisis in which we find ourselves due to the emergency of Covid – continues the Councilor for the Environment – and the need to protect the environment and health, continuing the route improvement of air quality. The postponement of the limitations for a few months, as well as its support with the ‘Move-in’ project and with some measures related to particular needs, such as those of itinerant trade, demonstrate the willingness of the Lombardy Region to reconcile the right to ‘ clean air with the right to mobility ”.

Smart work with high Pm10

The new resolution also encourages smart work in case of high PM10. “The temporary measures against smog can be activated between October 1 and March 31 of each year. They are applied in municipalities with populations greater than 30,000 inhabitants belonging to bands 1 and 2. These measures are divided into two levels, based on continuous exceedance of the daily limit of Pm10 (50 μg / m3) registered by the reference stations ”, clarifies the region.

The “1st level measures are activated after 4 days of exceedance: Euro 4 diesel private vehicles will be limited, even if they have Fap, and there will be an invitation to improve smartworking”, while the “2nd level measures will be activated then 10 days of overshoot and Euro 4 diesel private and commercial vehicles will be limited, even with Fap. “
