Reopening of schools in Campania, from Franzese sos to the prefect: doubts about the mayors’ ordinances

Governor De Luca has already accounted for an increase in infections with the resumption of the school. He expects it, despite the 100,000 swabs given to school personnel. Although it has already arranged for thermocans to be sent to schools to measure temperature (currently there is no ordinance, unlike Piedmont, that makes measurement mandatory). Any emergency “is prepared to attend to them”, thanks also to a memorandum of understanding signed with pediatricians and general practitioners on the steps to follow in the case of a positive young student. “We have read – he explains in the traditional Facebook direct – a worrying fact. Our working group tells me that in Tuscany, out of 640 molecular tests carried out on primary school children, there are 60 positive ones. A worrying figure because it is almost 10%. You understand how carefully we have to follow the beginning of the school year ». There is tension, despite all the plans made. But there will be no more postponements. The regional education councilor explains Lucia Fortini: «The school calendar does not change, it cannot change because in June there are eighth grade exams. You can’t go past 12 ‘. However, the ordinances of the mayors that postpone the opening to September 28 or October 1 are multiplied by hours for various reasons.

The last one who points to a postponement without deciding it is the commissioner of Pompeii Santi Giuffrè who turned to the school’s regional office to find out if in light of the shortcomings, from Ata’s understaffing, to quick sanitation to desks, he can put it off. He is the only one who appealed to the school office headed by Louise Franzese. The other mayors did it on their own. At present, in addition to the six municipalities on the Sorrento coast that have decided to postpone the lessons are Anacapri, Torre Del Greco, Castellammare, Frattamaggiore, Boscoreale, Somma Vesuviana, Torre Annunziata, Casola, Caselle in Pitteri, Gragnano, Santa Maria la Carità, Battipaglia, Agropoli and Capaccio. But it is not certain that only 18 municipalities are postponing the opening. These are emergency ordinances without, however, according to experts, the need for an urgency that cannot be delayed. The problems exist in all schools in the Campania region. Few desks delivered promised by Commissioner Arcuri, classrooms are still missing. Unfinished work. And a lot of anxiety. But the regional calendar was set at 24.

A union ordinance is always open to challenge. And these are also linked to the postponement of lessons. Urgency is missing, according to the school’s regional office. In light of all these references from the school office headed by Louise Franzese yesterday a letter addressed to the prefect of Naples came out Marco Valentini. In the letter, the list of all the municipalities that have decided to postpone the opening. In fact, the only one who can challenge the ordinances is the prefect. What will happen? The regional office of the school does not exclude that there may be an intervention next week. But the situation is progressing, it is difficult to make assumptions. The postponement of the date is not included in the calculation of the days to make the school year valid. According to the regional calendar, there are 201, one more than the law.

One of the problems is this. Clean schools on time after the two-day vote so they can accommodate small and large students. In Naples alone there are 885 polling stations. This does not mean that 885 schools are involved. However, carrying out the private cleaning in such a short time is not a trivial matter and the ASL would have already said that it is in difficulty, unless the different educational institutions, despite the reduced staff of Ata, do it on their own. Actually, making school environments suitable is not just a problem for Naples and the province, but for the entire region. Many schools have taken one more day to clean, deciding to host students from the 25th and only a few classes from the 24th just to attend to the cleaning emergency.

Francesco De Rosa, president of the national association of presidents of Campania, does not want to hear about the postponement. “I understand the municipalities – he explains – but the schools have to reopen and, in my opinion, they had already received the students on September 14. Let’s not forget that there are more than six million students in the benches and the situation is under control. I hope that the Region will not change the calendar again, it would not be a positive step. As I have said, you have to start over, the directors are willing to do it, there is no lack of concerns, but we are capable of dealing with emergencies.
