Those of September 20 and 21 will be the first elections, referendum me regional and administrative in some cases, in the Covid era. There are numerous measures that will need to be implemented to combine the right to vote and the right to health. Let’s see what are the indications of the Ministry of Health, delivered in conjunction with the Technical and Scientific Committee and disseminated by the Ministry of the Interior with a circular sent to the different Prefects of the area.

Mandatory masks – Voters who go to the polls, the president of the voting station and all members of the voting station must wear a mask during the voting exercise. In particular, seat members are asked to replace masks every 4-5 hours if surgical, every 8-10 hours if Ffp2. The prefectures delivered the personal protective equipment provided free of charge by the Extraordinary Covid-19 Emergency Commissioner, Domenico Arcuri and intended for more than 60 thousand seats: this is more than 15 million surgical masks.

Distant and differentiated routes – The seats must have different entry and exit routes, signs to indicate the route and ensure the separation of at least one meter. The cabins must be spaced.

Gel and room cleaning – 315 thousand liters of sanitizing gel were also delivered, intended to protect citizens who are going to vote, the members of the voting station and the operators involved. The gels must be placed within the schools used for voting and within each voting station. The voter is invited to sanitize their hands before and after voting. Good ventilation of the environment and sanitation of surfaces and booths are required during the two voting days and between one day and another. The copying pens themselves must be sanitized between voters. The use of gloves is recommended (3.4 million were delivered) for the president and cashiers.

Voting procedure – The voter waits his turn at a distance from the previous voter, sanitizes his hands before entering the voting table. He stops two meters away for facial recognition, momentarily removes his mask, then puts it back on, and hands the document to the scrutineer who marks the ends with gloves. The voter receives the ballot and the copier pencil, goes to the booth and votes. He leaves the ballot box and he puts the ballot into the ballot box himself. In the supplementary elections of the Senate of the Republic that will take place in the two interested single-member constituencies (03 in the region of Sardinia and 09 in the region of Veneto), on the other hand, the voter is obliged to deliver the ballot to the president of the seat (or whoever takes his place), who must remove the anti-fraud coupon from the card itself and then place it in the ballot box.

Positive and isolated voters – As required by the health and safety protocol of the Ministry of the Interior and Health, “it is the responsibility of each voter to comply with some basic prevention rules such as: avoid leaving the house and going to the voting table in case of respiratory symptoms or body temperature higher than 37.5 degrees; not having been in quarantine or home isolation in the last 14 days; not having been in contact with positive people in the last 14 days “.

Therefore, special seats will be enabled in the hospital and, according to regulations, in the RSA with more than one hundred beds. People with mobility difficulties (hospitalized in nursing homes with less than one hundred beds or residents at home) may benefit from a free transport service, made available by the City Council. People undergoing home treatment, quarantine and in fiduciary isolation for Covid-19 can vote from home, requesting a specific certification and submitting an application to the Municipality.
