But still.

Yet one wonders why schools are closing across the country or simply not opening due to lack of staff. Where is the truth?
On September 4, Minister Azzolina declared: by September 14 we will have all the alternates in the presidency. On September 14, at the opening of the schools, given the disastrous situation, he declared then: on September 24 we will have all the substitutes in the chair. There is no end in sight yet.
Well, the end is far away. This year the substitutions would be managed by the USP (former superintendent) of the different provinces. The offices in charge should have assigned the famous annual chairs, on the basis of scoring rankings, rankings visible only a few days before the start of school, and clearly, as in all respected rankings, full of errors.

About 750,000 applications throughout Italy and many appeals. On September 5, the minister, who boasted of having digitized the rankings to avoid errors in the evaluation of the scores by the administrative staff of the school, declared that only “small critical points” were found in the scores, when they knew the rankings of only some provinces. .
As of the following day, the PSUs have protected themselves: they have allowed alternates to send a request for rectification, specifying the reason. They never did! They were inundated with emails, pecs, phone calls, all the teachers wanted to correct their score to get to the meeting day with the exact points.

The USPs have yielded: they have not succeeded. On September 14, with the rankings still uncorrected, school started, with no substitutes. And that? What if the only way to call up alternates was to rely on USP rankings, which have yet to be corrected?
The Ministry designs a solution, ILLEGAL, because against the OM of July 10, 2020 n. 60. Send a note to the cities with more critical situations, through the RSU, in which you AUTHORIZE individual school principals to summon alternates based on the rankings of their school’s institute (when this year it should have been It is the responsibility of the USP to assign the annual chairs; the DS would have been convened only for short and temporary substitutes).
The Lazio Region, with note 1599 of September 11, declares that “The teaching positions available in any capacity must be filled using school rankings, with contracts with a term of ten days and with the termination clause referred to in the Article 41 of the national collective agreement signed on April 19, 2018. The aforementioned contractual provision establishes, in fact, that “Among the causes for termination [dei] contracts there is also the identification of a new title after the approval of new rankings “. [..] The procedure for identifying new entrants is not instantaneous but, for the reasons stated above, it will take a few more days. For this reason, the contracts stipulated in the meantime by the school rankings will in any case end with the identification of the new holder. “

In short: meanwhile, the directors summon the alternates. In a few days, weeks, months, as soon as the PSU correct the scores and complete the calls, the teacher who until then had been in class with her children will be fired, to make room for a new teacher, who has the right.
What does all this imply? Chaos. And it will be the students who lose out, as well as the substitutes who will not know their final destination school until the end. Children will have to change teachers immediately after getting used to their new teacher.

Perhaps the Ministry should be more transparent and reveal that the delays and critical issues really do exist. You should tell the children’s families that the teacher who welcomed them on the first day will get another paper. You have to consider that having established provincial rankings just a few weeks before the start of the school year would have necessarily led to appointment delays, especially in cities like Rome or Milan. The Ministry should say it as it is. It must be said that due to his presumption he has reached a dead end, in which the teachers exist, but remain at home. And they have no way of being able to work, because they are waiting for calls that will take longer to arrive this year.
