The Director of General Administrative Services has not been appointed. We do not know if teachers will have the right to be absent and which ones will be classified as “fragile”. The Secretariat staff is still incomplete ”. For all that I have exposed (and certainly some aspects have escaped) I cannot give you guarantees of full operation, at least in these first weeks ”, the letter continues.
