The issue of fragile workers this year could be more sensitive than in previous years. The teacher or Ata staff, that is, cleaning, secretariat or laboratories, can request an ad hoc visit from the school director activating health surveillance to assess their suitability or not for school activities. This is not a problem linked to the age of the worker but to those pathologies at risk that, with Covid, could have dangerous consequences.
This applies, for example, to patients with heart disease or cancer. A doctor will certify the status of a fragile worker. At that point you can choose different ways: the teacher stays in the classroom but with greater protection, for example adopting the FFp2 masks or a greater distance, or leaves the class. You can get sick and stay home, or you can move to work, for example, in the secretariat. “A professor called fragile – explains Maddalena Gissi, national secretary of CISL Scuola – will be able to cover tasks related to secretarial services. We ask for uniformity in the evaluation of doctors. Among the tasks foreseen for a fragile teacher are the library service and the organization of laboratories, didactic and educational supports or the use of audiovisuals and information technologies or, more generally, administrative services of 36 hours a week.
Today a teacher does 18 hours of lessons per week to which are added, however, the planning and preparation of the lessons in addition to the afternoon internships. The inadequate teacher for his functions must repeat the visits because this condition is closely linked to the emergency. COVID-19, it is obviously temporary.
Yes in one school if there are more fragile workers, they may also decide to transfer to other schools. For the directors, the indications of the Ministry of Education came too close to the beginning of the school year: “application difficulties could arise – explains Antonello Giannelli, president of the National Association of Directors – the number of uses to have within each school it can generate criticalities and inconveniences, considering that the number of affected workers is undoubtedly greater than that presented in non-exceptional conditions ”.
Not only that, sadly not all fragile workers are created equal – substitutes are, in fact, even more fragile. They cannot risk staying home and losing a year of work and therefore of scores. “We ask – explains Francesco Sinopoli, national secretary of Flc Cgil – that these workers be guaranteed the same treatment both from the point of view of the employment relationship and the salary. Only one of these two points has been acquired: the right to stipulate the fixed-term contract due both in the event that, after the stipulation, the fragile situation is certified, as in the case that this situation already exists . However, the full salary has not yet been maintained, given that the ministry’s staff must be considered in any case on sick leave and, therefore, subject to both duration and salary limitations, with respect to permanent staff.
