There are very few teachers who oppose assessment per se; in fact, if anything, many report booking problems or request periodic checks not only from school staff but also from students. In particular, there is a problem with precarious teachers because, by not appearing on any list, they are forced to evaluate themselves for a fee in private centers. “We have also received numerous communications from colleagues who have difficulty finding a family doctor willing to do the test, and there are also many cases of personnel who performed the screenings but did not have any document to prove it,” he says. Regarding the compulsory tests ordered by De Luca, the Forlani coordinator defines it as “a complex order and for various reasons. The main one is that since teachers are state employees and not regional employees, there is an inherent conflict. The Region does not have powers and, to be so, it should have involved all the citizens of Campania without distinction ”. Having established that the Region has no power over school personnel, there is still a point in its favor. «As the head of Health, Forlani continues: you can request the test from those who live and work in Campania because they can ask about your health. But legal conflicts persist that are not easy to understand.
Those who do not take the mandatory tests will still be able to enter the school and be chosen in class, according to the ordinance, but run the risk of penalties of 400 to 3,000 euros. However, appeals, given the rather high penalties, are just around the corner. “If someone opposes the order and decides not to carry out the tests – Forlani continues – it could also have a legal motive, in a long time. For now, no partner has told us this decision. Another sensitive issue is that of fragile workers. «We received thousands of calls, both from those who are already in the category and from those who would like to join. Also on this issue there is little clarity on the part of the Ministry since there is no legislation. Some applied thinking, wrongly, that they would apply last June’s rule that fragile workers could take tests remotely. But it is not valid for the school year and, therefore, for fear of early early retirement or secretarial work because it is not suitable, almost no one has moved in this direction. They were stopped by this regulatory vacuum, so there are few applications but at least a third is a fragile worker.

Other perplexities lie precisely “in the usefulness of the sampling: if the Campania teachers are subjected to the test and are negative, but after a few days they come into contact with an asymptomatic positive, what is the use of this screening?” More coherent if, in addition to the obligation, the ordinance imposed the repetition of the test perhaps every 3-4 days, and why not, also for the students, since they are mainly those who use public transport, environments that we know that they have a high risk of contagion. . However, you have to be realistic to test at least a million people every three days is not possible: there is a shortage of people to be able to do it and we are checking with them the thousand difficulties that teachers voluntarily encounter. There is no clear guide on this issue from the Ministry of Education ”.
