The Councilor for Social Services of the Municipality of Como Angela Corengia tears the blanket from a homeless man sleeping under the arches of the church of San Francesco and throws it on the lawn. The video, posted on the Facebook page of the “Cominciamo da Como” group, has rekindled the controversy that has never been extinguished by the cleaning and sanitation interventions in the area that the administration of the Larian capital has ordered with a fixed frequency since last June. On Wednesday evening, the city council’s resumption of work after the summer break will be an opportunity to resume the discussion. The same group that filmed and published the video announced a protest at 7:30 pm in front of Palazzo Cernezzi, the seat of the municipal council, “to express our anger and outrage towards this meeting.” For the clandestine secretary of the Milan metropolitan police Silvia Roggiani, the councilor should resign.
Councilor Corengia and her Security colleague Elena Negretti -the first election directly by Mayor Mario Landriscina (independent center-right), the second elected on his civic list- are constant presences in San Francesco. The cleaning and sanitation interventions, carried out on behalf of the Municipality by the Aprica garbage collection concessionaire, almost always have the presence of at least one of the two exponents of the council, who speaks personally with the homeless, explaining the need of sanitation interventions and often inviting them to move into bedrooms. A decision that not everyone shares, even at the political level.
The same majority did not lack the objections to the councilors. Angela Corengia, after the storm that followed the broadcast of the video, said that “the images should be seen in the context of the entire intervention”, explaining that this gesture occurred after having kindly invited the homeless person to get up several times to allow operators to proceed with cleaning.
However, the controversy does not subside. And they join another debate that has been taking place for days, that of the League’s proposal to place the bars in front of San Francesco precisely to prevent the arches from being used by the homeless. On the hypothesis, once again the same majority is divided and seeks a unified position before the Carroccio motion lands on the seats of the city council.
