Rome, 50% of workers continue to work smart

The smart work imposed by the emergency Coronavirus the organization of work in companies is changing, especially the largest ones. The measures to contain the pandemic, and the need to suddenly have all the employees at home who could continue to perform their functions even without going to the office, has forced companies to rethink the activity, even structurally. And according to some scenarios prepared by the Mobility Agency, within the Grande Raccordo Anulare, in September there could be some 400,000 fewer people traveling by public transport during the morning rush hour. In January, in the pre-Covid era, more than 1.2 million people were moving during peak hours.

Until then, in fact, the rules adopted to contain the spread of the virus allow companies to make employees work from home without having to negotiate anything. Later, however, unless the state of emergency is extended, individual agreements will be required. That is why large companies have so far tried to act with caution and in agreement with the unions.

Gradual return for 150 thousand state employees

One million state officials are preparing to return to office after months of smart work. As of September 15, in fact, agile work will no longer be considered the ordinary way of carrying out the work, or the provisions of article 87 of Cura Italia will cease to have effect. At that point, 50 percent of those who perform disposable activities in the PA will no longer be able to stay at home. Even today, approximately seven out of ten public employees work remotely, or more than two million of the 3.2 million state employees. At the time of maximum emergency, smart work reached peaks of 90 percent in some administrations, from the INPS to the Tax Agency. The so-called disposable jobs within the public administration are those of the central functions, which include 250,000 public workers, and of the local authorities, another 600,000 employees. In the capital alone, where a large part of public works is concentrated, there are 400,000 state governments, of which 100,000 have already returned to the ministries, public bodies and tax agencies. Another 150,000 will now begin to gradually reach them, in compliance with the security rules imposed by Covid-19. State officials who get smart work will find separation barriers, masks and thermal scanners to greet them. The new security protocol provides for the large-scale use of personal protective equipment, sanitation, new office hours to avoid meetings, detection of body temperature, restricted access to dining rooms and smoking areas, and telematic meetings.

In the private sector, caution will continue beyond October

Gradual return to the office of the employees of large companies waiting to see the evolution of the emergency. Only 15% of the 2,900 people working in the Rome offices have returned to Eni and the smart work will remain in effect until October 15. At Enel in Italy, around 15,000 out of 30,000 people work from home. In the capital, the remote mode affects about 5,400 employees, most of them based in the city. The return to the office is not expected this year, although everything will depend on the evolution of the situation. In Terna (one thousand employees in Rome), on May 4 a cautious reopening of the offices that today house up to 40% of the workers began. At Acea, 90% of the employees who can perform activities remotely work from home (approximately 5,000 out of a total of 9,000). At the end of the year, attendance will increase to 40%. In the BNL (which in the building in the Tiburtina area has more than 3,000 people) in the office no more than a third until September 18, then as of September 21 it will rise to 50%.
At the post office, where no fewer than 6,000 employees work at Eur headquarters, smart work is currently at 80%. Starting in September, a gradual return to office is expected up to 40% of the presences. Progressive increase in assistance also to the CDP where it will go from 25% in July to 30-50%. But smart work is a path that Rome City Council is aiming for even after Covid: when fully operational, 30 percent of staff must work remotely.
