Salud, superticket abolished: “We are the first in Italy”
The government has allocated 550 million a year for abolition (by the end of 2020 it is 185 million). Although in several regions the superticket had already been eliminated or reduced in recent years, the maneuver also takes into account how much the different local realities have had to spend that have eliminated it. Therefore, all regions will receive, in the national health fund, the money necessary to replace the income of the tax. The money is allocated with the subdivision already provided in the fund access fee, calculated on the basis of population and age. Thus, for example, Lombardy will receive 92 million, Lazio 53, Campania 51, Veneto 45 and Piedmont 41. “Every time a person does not care as he should for economic reasons, we face a defeat for all and a violation of the Constitution. For this reason, in December we approved the law that comes into force on September 1. The superticket was abolished and no one will pay for it anymore, “says the Minister of Health, Roberto Speranza. The superticket was obviously not paid by the exempt, that is, , those who suffer from certain major diseases or are under 6 or over 65 years old and live in families where the annual income is less than € 36,151.98. Therefore, in almost all autonomous communities, those between 6 and 65 years old and they earn more than 36 thousand euros, they pay it.Now these people no longer have this tax but still have to, like the others who are not exempt, pay the ticket, which is valid, again for specialized outpatient services, up to 36 euros per prescription.
Piedmont abolishes the superticket in exams and specialist visits
The superticket was a tool used differently by the regions. In the beginning, there was to be an additional tax of 10 euros on specialized services, that is, visits and exams. Although with some modifications, they have substantially maintained the scheme of Abruzzo, Liguria, Molise, Campania, Puglia, Calabria, Sicily, Sardinia. In Val d’Aosta, Basilicata, provinces of Trento and Bolzano and Lazio it was then decided to eliminate it. Lombardy, Emilia and more recently Tuscany have also toned down its scope by eliminating it for certain categories. Veneto, Emilia, Tuscany, Umbria and Marche had decided in any case to remodel it according to family income, while Piedmont, Lombardy and Friuli had linked the cost to the value of the recipe.
If Italians living in regions that had not yet abolished the superticket save, all those who are not exempt continue to pay for the ticket, which is worth around 1.3 billion a year. For a long time different governments have promised a reform of this instrument, but it has never been fully implemented. The idea, included in a draft of the Health Pact some time ago, would be to graduate it “in relation to the income produced by the fiscal family unit, compared to the composition of the nucleus itself based on an equivalence scale (equivalent income RE) . ”Again:“ A maximum annual amount of participation in health spending is set, in relation to equivalent income, after which the obligation to participate ceases ”.
