But immediately an obstacle arises: because Asti-Cuneo would have reduced the income of Turin-Savona.

A series of appeals and protests begins that go to the Council of State. Meanwhile, ten years are lost. In 2000, when the Giuliano Amato government signed a memorandum of understanding with which Gavio resigned from Asti-Cuneo, obtaining an extension from 2005 to 2017 of the concession for the Turin-Piacenza that he already managed. The task of building Asti-Cuneo at this time passes to Anas, who is in fact still a shareholder in the management company. In 2003 it announced its intention to announce a European tender for the search for private partners to establish a Spa that would finance around 65% of the cost of the works. The Salt-Itinera companies attributable to Gavio still emerge from the tender, as they have carried out some projects and banned some lots.

The last years are lost between disputes, requests for coverage of the concession in the A4 Turin-Milan to finance the works in the Asti-Cuneo. Now finally the square. Gavio agrees to carry out the work, without rate increases for four years, and renegotiates the expired concession, establishing the term with MIT in 2031. The expiration of the A4 remains firm in 2026, but the shareholder of the managing company obtains a significant acquisition value in the two arteries of the motorway, approximately 1,200 million euros. A value that could trigger a relocation if a new stakeholder does not emerge.
