The Council of Ministers approved the Relaunch Decree, which provides for 55 billion euros to be allocated to companies, families, workers, health and civil protection. The approval was announced by Prime Minister Giuseppe Conte, in a press conference together with the ministers of Economy and Finance Roberto Gualtieri, Health Roberto Speranza, Economic Development Stefano Patuanelli and Agricultural Policies Teresa Bellanova. The decree provides 25,600 million euros to finance layoffs and bonuses for self-employed workers; Conte explained that to date “we have paid 85 percent of the layoffs and almost 80 percent of the bonuses for own account for 4.6 million workers.” Companies will receive 16 billion euros, the June IRAP fee will be eliminated and 4 billion taxes will be cut for all companies with up to 250 million turnover. The first IMU facility for beach hotels and resorts is also removed. Bars and restaurants will not have to pay Cosap, the fee for occupying public land. The Minister of Agricultural Policies, Bellanova, said that “this measure allocates € 1 billion and € 150 million to support the agricultural supply chain.”

Health resources will be € 3.25 billion. Conte said 9,600 nurses are expected to be hired and a 115 percent increase in ICU jobs. Health Minister Roberto Speranza said that 240 million of the fund will be used for new hires, 190 million will be used for incentives for doctors. A fund for semi-residential facilities for people with disabilities will also be created, with resources of 40 million euros.

Conte said that for the school, “at the center of government action”, 1.45 billion euros will be allocated in two years to guarantee “the safe return to September, digitization, high school exams in the presence of security.” 16 thousand new teachers will be hired and 1,400 million euros will be foreseen for the university and the research system.

Help is also provided to families. Those with ISEE of less than 40 thousand euros will receive a vacation voucher. For those who have not used the childcare voucher, it will double, from € 600 to € 1,200 during 2020; it can also be used to pay for the summer and childhood centers that the government is creating in collaboration with the ANCI (National Association of Italian Municipalities); there will be a parental leave of up to 30 days in the private sector and a fund for dependent people of 90 million euros.

Answering a question from journalists about when it will be possible to travel between regions, Conte replied that “the day before yesterday we had a meeting with Minister Boccia […] The Regions have presented almost all the need for these interregional transfers to remain “frozen”, so to speak, or at least limited at this stage “.
