The conditions
The template consists of three paragraphs: 1) perspective and strategy; 2) use of support; 3) direct and indirect costs of medical care, treatment and prevention related to the Covid-19 circus.
The staff reiterates that the only condition for access to the credit line by all the States belonging to the euro zone will be the use of funds to support internal financing of direct and indirect medical care, costs related to care and prevention due to the Covid-19 crisis. However, the definition remains broad and vague. These costs may include the portion of the total cost of public health care directly or indirectly attributable to Covid’s impact on the health system in 2020 and 2021 plus other direct and indirect costs related to the care, treatment and prevention of health due to Covid. In line with the Eurogroup agreement, it is read, Covid-affected euro zone states are expected to be able to identify eligible expenditures up to an amount equal to 2% of GDP.

In part III of the table provided, the template compiled by the State requesting help with the list of estimated expenses for 2020 and 2021 that it intends to cover with the credit line, in which it specifies the absolute amount and as a percentage of GDP. There are three groups of expenses: Covid-related direct healthcare, treatment and prevention costs; part of the estimated costs for direct or indirect public health care attributed to the impact of the greedy in the health system; other direct and indirect costs related to medical care, treatment and prevention due to Covid.
