The Budget Law 2021 increases the resources available for Basic income: and this is not news since already in the last days we will tell you explaining why it was necessary to put a hand in the coffers of the State to continue disburse the benefit also in 2021.
What is important to know is that the resources allocated with the financial maneuver still not enough and more intervention will be required if you do not want to activate the safeguard clauses that foresee the blocking of new applications and the cut benefits for those who already perceive it.
This is confirmed by the Minister of Economy, Roberto Gualtieri, who responding to the senator’s questions Gianmauro Dell’Olio of the 5 Star Movement, has clarified what will be needed so that the Citizenship Income can be paid without limit next year.
Citizens’ income: resources are not yet enough, budget gap is needed
The budget bill approved by the Council of Ministers strengthens the Citizen Income increasing the resources allocated by decree 4/2019 – with which this measure was introduced – by another 4 billion until 2029.
The risk, in fact, is that due to the increase in beneficiaries, to which the health emergency has contributed, and next year the Citizens’ Income may costs much more compared to the estimate.
As the INPS also confirms, in fact, if the trend of recent months remains unchanged, in 2021 the Citizens’ Income will cost much more than the 7 billion initially allocated. And if the resources really run out, what theArticle 12, paragraph 8, of Decree 4/2019, that is, the financial compatibility of the measure will come restored by means of the “reshaping the benefit amount“This means that the amount will be reduced to those who already receive it, while thethe acquisition of new applications is suspended.
In this sense, the 2021 Budget Law – precisely Article 68 – intervenes to prevent this scenario from materializing. However, those who thought that the 4 billion allocated by 2029 were enough to avoid any hypothesis of cutting the measure were wrong.
As confirmed by the Minister of Economy, Roberto Gualtieri, in a hearing in the Senate, the funds allocated under article 68 of the Budget Law are aimed at increasing resources for allow you to deliver the benefits related to Citizenship Income also in 2021.
But what has been done is not enough. Gualtieri, in fact, stated that these resources I’m not enough and more will need to be added. The Government, however, has every intention of using public accounts to finance the increase in the beneficiaries – and therefore the costs – of the Citizens’ Income; this is going to happen in the budget variation phase.
