How and where can I move on January 1?
In the days of the red zone it is generally forbidden to move except for the usual reasons: work, health, necessity. It will be possible, once a day, to travel to visit family or friends, even to other Municipalities, but always and only within the same Region, between January 7 and 22, up to a maximum of two people. In any case, the person or two people who move can bring with them children under 14 years of age (or other children under 14 over whom the same people exercise parental authority) and disabled or non-self-sufficient people who live with them.
So on January 1, can I get together and sit at the table with my family or friends?
Family members, boyfriends and even friends will be able to get together on holidays and pre-holidays (red) and therefore celebrate together. A family can invite a maximum of two people to their home (those under 14 and non-self-sufficient people are not included in the count). The meetings can take place, once a day, even in a municipality other than the one of residence or domicile provided that it is limited to travel within the Region. To be clear: either at lunch or dinner. However, the curfew is still at 10 at night.
Can I get to the second house?
It is possible to go to second homes within the same region.
Can I have lunch at the restaurant on January 1?
Bars and restaurants are closed. So there is no lunch on the first day of the year. Not only that: no breakfasts or snacks. Home delivery and take-out service is still allowed before 10pm. The only exception are motorway restaurants and bars at stations and airports: these will remain open.
And for shopping? Do the supermarkets stay open? What about the other stores?
Supermarkets remain open. The stores, on the other hand, are all closed (except of course pharmacies, parapharmacies, bookstores, newsagents, florists, toy and sportswear stores, tobacco and hardware stores, laundries and pet stores, hairdressers and barbers).
And in the case of non-self-sufficient relatives?
Displacement is always allowed to provide assistance to non-self-sufficient people even between municipalities / regions in different areas, where it is not possible to provide them with the necessary assistance through other subjects present in the same municipality / region. However, it is not possible to transfer more people than are strictly necessary to provide the necessary assistance: as a general rule, the need to provide assistance cannot justify the movement of more than one adult relative, possibly accompanied by minors or disabled persons than normally already attends.
Is self-certification necessary?
Always, also for trips within the municipality itself.
Are there fines if I don’t respect the prohibitions?
Yes, as provided for in article 1, section 3, of the so-called “Christmas Decree” (Decree-Law December 18, 2020, n. 172), the applicable penalty is administrative, from 400 to 1,000 euros, eventually increased to one third, if the offense occurs through the use of a vehicle. Therefore, citizens who do not agree with the infraction evaluation report prepared by the operative agent can send written and defensive documents to the Prefect, in accordance with the provisions of Articles 18 and following of the law of 24 of November 1981, n. 689.
