Let’s try to clarify the consistency of the numbers in reference to the contracts of the IT faculty and TD substitutes for the new school year 2020/21. The unions estimate that with the addition of COVID staff for the emergency and subsequent replacements of teachers / fragile workers, a number of substitutes equal to or greater than 200,000 units will be reached.
Premise
In cases in which it has not been possible to assign vacant and / or available staff with an indefinite contract to the chairs and teaching positions for any reason, if it is not possible to provide the staff with permanent teaching staff, including temporary staff in use, provides like this:
- The teaching positions available for any reason after the end of admission to the position are covered with priority, with special reference to the curricular teaching hours established by current didactic regulations, with the teachers of the autonomy staff referred to in the article 1, section 5, of Law 107/2015, in possession of a specific qualification or specialization in support. The school director may also use tenured teachers in competition classes other than those for which they are qualified, provided they have valid qualifications for teaching the subject or training courses and professional skills in accordance with the teachings to be taught. , in the absence of applicants in possession of the aforementioned qualification in the GPS or in the school rankings.
- In lower and upper secondary schools, subject to the provisions of paragraph 2, in application of paragraph 4 of article 22 of Act No. 448, the director assigns, as additional hours to the mandatory ones, up to a maximum total time of twenty four hours a week, with the consent of the interested parties, teaching hours equal to or less than six hours a week, which do not contribute to creating chairs or time slots, for professors of the autonomous staff, in possession of a specific qualification or specialization in support or, in subordinates, of the Valid qualification for teaching the subject.
As an alternative to the operations referred to in the points described above, the stipulation of fixed-term contracts is carried out according to the following modalities:
a) Annual substitutions as of August 31-Personnel by right for the coverage of chairs and teaching positions, in common or support positions, vacant and available, that is, without a tenured teacher, as of December 31 and that presumably remain so throughout the school year.
yes) Substitutions until the end of teaching activities / June 30-De facto staff for the coverage of non-vacant chairs and positions, that is, those covered by holders in service elsewhere (command, provisional assignment, use, etc.) or on leave of absence due to parliamentary, administrative mandate, union exemption, spouse abroad, research doctorate, etc. . throughout the school year and in any case until June 30, as well as for the coverage of the chairs and positions established as de facto personnel due to the increase in the number of classes and students.

In detail: they are 66,654 the positions that are currently available after the permanent recruitment phase. These are places that were budgeted, given the progressive exhaustion of the rankings of previous competitions and those that are running out, and that are intended to be covered by the bankruptcy procedures that have already been prohibited, despite the emergency period of the Covid -19.
The places advertised with the competitions are 78 thousand. Testing will begin in October.
In particular, analyzing the data, I 66,654 places are true substitutes: the full professor is missing (organic by law), is replaced by an alternative.
