JAKARTA, KOMPAS.com – The government, through the Ministry of Administrative Reform and Bureaucratic Reform (PANRB), continues to deliberate on a subsidy scheme for state public officials (ASN), both public officials (PNS) and members of TNI and Polri.

The Minister of Administrative Reform and Bureaucratic Reform (Menpan RB), Tjahjo Kumolo, said that, with an increase in the subsidy scheme, the lower class ASN can get a salary. take home pay IDR 10 million per month.

“God willing, this year because there is a Covid-19 pandemic, we will also increase ASN profits to the maximum. Therefore, the lowest ASN employee can be at least Rp 9 to Rp 10 million,” Tjahjo Kumolo said. Compass TV, Tuesday (12/29/2020).

The PDIP politician said that several ASN payroll schemes are still under review. The objective is that the new scheme can be carried out in 2021.

Tjahjo said the increase in ASN allowances for both civil servants and members of TNI and Polri was not followed by an increase in the basic salary. In other words, the government only made changes to the benefit scheme it would receive.

So far, the largest ASN allocations, both PNS and TNI-Polri, have come from performance or tukin allocations. This is because the plan provided by the government consists of an increase in pension funds.

According to Tjahjo, the increase in pension funds has been calculated by Kemenpan RB with PT Taspen (Persero) or the Savings and Insurance Fund for Civil Servants.

“I think it is our duty in Kemenpan RB and the finance minister (Sri Mulyani) that it is impossible to increase the basic salary because it involves pension,” Tjahjo said.

“But we and our partner Taspen have calculated well, there is a pension subsidy that will be increased,” Tjahjo said again.

Earlier, the deputy for Performance Management Development (PMK) of the State Personnel Agency (BKN) Haryomo, Dwi Putranto, said that the payroll scheme of civil servants (PNS) would gradually change.

Dwi said that the payroll scheme for public officials would be linked to workload, responsibility and occupational risk. This is in accordance with the ASN (UU) Law Number 5 of 2014.

In addition, he recalled that this change in the salary scheme of public officials must prioritize the capacity of the state budget.

For his part, the acting head of the Directorate of Public Relations, Law and Cooperation, BKN Paryono, explained that the process of formulating policies on salaries, subsidies and facilities for public officials refers to the mandate of articles 79 and 80 of the ASN Law that consists only of components of salaries and subsidies.

The new salary formula for public servants will be determined based on the workload, responsibilities and occupational risks. The implementation of this salary formula for public officials will be carried out in stages.

Meanwhile, the formula for civil servant benefits includes performance allowances and costly allowances. The formulation of the performance allocation is based on the performance achievements of each public official, while the formulation of the costly allocation is based on the price index prevailing in each region.

“Basically, the payroll system is based on the price of the position based on the value of the position, where the value of the position is obtained from the results of the evaluation of the position that produces a position class or position level , hereinafter called range, “he said.

Paryono said that the current regulation regarding PNS rank is still related to Government Regulation Number 7 of 1977, as amended in Government Regulation Number 15 of 2019 on PNS Salary.

Likewise, the regulations that regulate the salaries of public officials are closely related to other regulations, such as the PNS Pension Insurance, the PNS Old-Age Insurance / Savings and the Health Insurance.
