JAKARTA, KOMPAS.com – Police observer from the Institute for Security and Strategic Studies (ISESS) Bambang Rukminto assessed that Komjen Listyo Sigit Prabowo, who was nominated by President Joko Widodo as the sole candidate for DPR chief of police, does not actually have a special track record.
However, he said, Listyo had a close relationship with President Jokowi.
“Not to mention that there is nothing special about Listyo Sigit’s track record. What does that mean? Efforts to build a system of merit and professionalism in the organization of the National Police have been completely confused with the presidential decree appointing someone close to him, “Bambang said when contacted. Kompas.com, Friday (1/15/2021).
As is known, before serving as Kabareskrim, the three-star general had served as Surakarta’s Chief of Police in 2011. At the same time, Jokowi remained the mayor of Solo.

Meanwhile, after Jokowi was elected president in 2014, Listyo also became his aide.
After taking over as Kabareskrim, Listyo had handled several important cases. For example, the arrest of two policemen who attacked the Commission for the Eradication of Corruption (KPK), Novel Baswedan. Even so, more than a few parties are not satisfied with the results of the investigation of the case.
In addition, Listyo and his team also arrested Djoko Tjandra, a convict in Bank Bali ‘s corruption of collection rights (cessie) case, who had previously been declared a fugitive for 11 years. Two high-ranking policemen were also dragged away and even convicted in the trial court for allegedly helping Djoko Tjandra escape.
However, Bambang believes that whether the disclosure of these two cases is successful or not depends more on the will of the police.
“The arrest of Djoko Tjandra and the author of Novel Baswedan spraying hard water from the beginning depended on goodwill policeman. So it is not an extraordinary achievement. “Regular,” he said.
“The case of Harun Masiku has not yet been resolved,” he added.

The proximity factor, according to him, can have an impact on the development of competent and upright human resources (HR) in the Police.
For that, Bambang hopes Listyo can make a breakthrough if he takes over later.
According to him, the elected police chief needs to build a police system that is transparent and accountable, both to protect the community and internally.
“The concrete way is how the elected National Police Chief can engender active community participation in overseeing the work of the police,” Bambang said.
It should be noted that the appointment of a candidate for chief of the National Police is the prerogative of a president.
Earlier, Chief Expert of the Presidential General Staff (KSP) Donny Gahral Adian said there were a number of factors that President Jokowi considered before proposing Listyo as General (Pol) Idham Azis’s replacement.
“Yes, of course all the formal requirements are met. Other than that, of course, the factors of integrity, competence, professionalism,” Donny told Kompas.com, Wednesday (1/13/2021).

In addition to these factors, Donny said, Jokowi also considered the National Police candidate’s ability to work together with stakeholders, both internal and external to the government.
In addition, according to legal regulations, Listyo will undergo a suitability test in Commission III, before DPR gives its approval on behalf of the candidate proposed by the President.
