What must workers do to receive subsidies?
According to the managing director of BPJS Ketenagakerjaan or BP Jamsostek, Agus Susanto, his group carried out a layered verification to ensure that the assistance was distributed in accordance with the provisions. Validation includes verification of population data and bank account numbers. Additionally, validation is based on membership criteria.
As stipulated in Permenaker No. 14/2020, the main criteria for recipients of this salary subsidy assistance must be Indonesian citizens, active as BPJS Ketenagakerjaan participants until June 2020, have a salary less than 5 million IDR per month and have an active bank account.
From the validation results of the 14.8 million workers that the company submitted to BP Jamsostek, it turned out that only 12.4 million were compliant. A total of 1.8 million were declared that did not meet the criteria of Regulation 14/2020 of the Ministry of Manpower and around 600,000 data were not successfully reconfirmed.
According to Agus, this condition is suspected to be due to several factors, such as geographic conditions in Indonesia, which make it difficult to coordinate in collecting data on companies in remote areas. In addition, having a bank account for workers in remote areas is also an obstacle.
“Meanwhile, we often find cases of salary data reports that are used incorrectly and tend to harm workers because they are lower than the actual ones. This makes BP Jamsostek more selective in validating the compliance of data with the criteria of the Ministry of Manpower. [Kemenaker]”said Agus, on Thursday (01/10/2020).
Earlier, in several interviews, BP Jamsostek Deputy Director of Public and Inter-Agency Relations Irvansyah Utoh Banja said that in order to obtain wage subsidies, potential beneficiaries must also be proactive. First, make sure you meet the criteria according to the rules.
“BPJS participants can ask the company or employer directly if they have submitted their account number to BP Jamsostek,” he said.
In addition, workers must also respond to the SMS notification sent to a number of potential wage subsidy recipients.
BP Jamsostek only sends SMS notifications to disabled workers after June 30, 2020, to workers with valid NIK and active cell phone numbers (unique data), as well as to workers who have not participated in the pre-program program. job. This includes workers who have disbursed JHT in July or August, but are still active participants in BPJS Ketenagakerjaan.
The SMS contains a link to the BPJS Ketenagakerjaan official website and only the recipient can access it. In this case, the recipient of the SMS must confirm by entering the link and updating the data independently, including the confirmation of the account number.
As reported, BP Jamsostek submitted the worker’s account number data for the last batch to the Ministry of Manpower on Wednesday (09/30/2020). A total of 578,230 validated data and 40,358 follow-up data have been sent to the ministry, so that the total data presented in the fifth batch reached 618,588 data.
Previously, BP Jamsostek submitted data on Batch I BSU grantee candidates in late August 2020 up to 2.5 million people, then Batch II in early September 2020 up to 3 million people, Wave III a week later 3.5 million people, Wave IV a week later 2.8 million people, and most recently Wave V.
The total budget prepared by the government for wage subsidies is IDR 37.7 billion to reach 15.7 million workers with wages below IDR 5 million per month. Wage subsidies are awarded at a value of 600,000 IDR every month for 4 months and carry over once every two months with a face value of 1.2 million IDR.
The distribution of phase I has started since the end of August, while the distribution of phase II is expected to start at the end of October.
