JAKARTA, KOMPAS.com – The government is currently working on a new formula for a salary scheme for civil servants (PNS). The implementation is planned in stages starting next year.

The government plans to abolish some of the allowances and combine them into one component consisting only of the civil servant’s base salary and two types of allowances.

The formulation of policies on salaries, benefits and facilities for public servants refers to the mandate of articles 79 and 80 of the ASN Law and directs the income of public servants forward, which previously consisted of many simplified components.

The new salary formula for officials will be determined based on workload, responsibilities and occupational risks. The implementation of this salary formula for public officials will be carried out in stages.

The current salary for civil servants is based on the division based on class and duration of work known as class period of service (MKG). This payroll scheme is regulated in Government Regulation (PP) Number 15 of 2019.

The following are the salaries of officials in Groups I to IV. The salary calculation from lowest to highest is adjusted based on the length of service or MKG ranging from less than 1 year to 27 years.

Group I (primary and secondary graduates)

  • Class He: IDR 1,560,800 – IDR 2,335,800
  • Class Ib: IDR 1,704,500 – IDR 2,472,900
  • Class Ic: IDR 1,776,600 – IDR 2,577,500

The various types of civil servant benefits are expected to be simplified into just two allowances, namely the performance allowance or tukin and the two costly allowances.

The formulation of the performance allocation is based on the performance achievements of each staff member. Meanwhile, the formulation of the costly allocation is based on the price index prevailing in each region where public officials are assigned.

So that they are able to produce new policies regarding the rank, salary, benefits and facilities of the PNS so that later they do not have a negative impact, both on the welfare of public servants and on the financial situation of the state.

“It is still being discussed. We cannot determine. Financial matters we always have to coordinate with the Minister of Finance as State Treasurer. Whatever we formulate but if there is no budget, we cannot execute it. That is why at this time we continue to coordinate with the relevant ministries, “he said. Firm.

“We ourselves continue to coordinate with the Ministry of Finance. And it is true that according to the simulation there is a salary increase, but it is forbidden that all income other than salary and allowances be delivered,” Teguh said.

“And we do not have the courage to point out that next year should be over. Once again, what really determines in this case is the Minister of Finance as State Treasurer, not BKN,” he said again.
