JAKARTA, KOMPAS.com – The KPK Supervisory Board disclosed the chronology of the use of helicopters by KPK President Firli Bahuri, which resulted in ethical violations.
KPK Supervisory Board Member Albertina Ho revealed that the incident started on Thursday (6/18/2020) when Firli was contacted by Coordinating Minister of Maritime Affairs and Investments Luhut Panjaitan who said there was a meeting at the Ministry of Politics, Law and Security on Friday (6/19/2020) the next day.
Firli later replied that she was unable to attend the meeting because she had applied for a license to take a personal trip to Palembang. Their presence will be represented by other KPK leaders.
“The proven trip to Palembang is a personal trip, a trip or a pilgrimage to a father’s grave located in the north of Lontar Village, Baturaja, Muara Jaya district,” Albertina said in a judgment broadcast by the media on Thursday (24/9/2020).

Albertina said that Firli and her family should have gone on a pilgrimage during Eid al-Fitr. But canceled due to the Covid-19 pandemic.
Firli and his wife, two children, an assistant and two bodyguards left for Palembang and arrived there at 10.00 WIB.
At 2:00 pm WIB, Firli received the news that the meeting at the Ministry for the Coordination of Political, Legal and Security Affairs was canceled and would be rescheduled.
Firli also thought that the invitation to the meeting would be delivered on Sunday (6/22/2020) and she would not be able to stay long in her hometown.
“Finally, Terperiksa told witness 2 (Firli’s assistant Kevin), ‘Initially we plan to spend the night in the village. But it will be difficult because mobility is difficult so we cannot do this, there is usually a helicopter rental ‘”Albertina said.

According to the KPK Supervisory Board, Firli did not explicitly order his aides to seek helicopter rentals, but implicitly said that “there are usually helicopter rentals.”
Firli’s assistant received information about renting a helicopter for 7 million rupees an hour.
However, at that time the helicopter was still in Jakarta and could only fly to Palembang the next day, Saturday (6/20/2020).
“Witness 2 received information from Witness three about the price of the helicopter rental for one hour of Rs 7 crore including jet fuel, landing fee, air navigation and pilot, there were no other costs,” he said Albertina.

Firli’s assistant was also informed that the Palembang-Baturaja trip would take 45 minutes. However, the helicopter rental is calculated by the hour, so the helicopter will be rented for a two-hour round trip at a cost of IDR 14 million.
“Witness 2 informed Terperiksa that there was a helicopter that could be rented from Palembang to Baturaja and vice versa, leaving Palembang on Saturday morning and the information on the rental price received, Terperiksa agreed,” Albertina said.
Firli with his wife and two children left Palembang for Baturaja by helicopter on Saturday morning at 09.30 WIB.
Firli’s entourage arrived in Baturaja at 10.30 AM WIB and left Baturaja for Palembang at 1.30 PM WIB.
While in Baturaja, Firli’s group visited the grave, studied, and stopped at her brother’s house.

On Saturday night, Firli asked her assistant if she could get a return ticket to Jakarta on (6/22/2020) because Firli had not prepared a return ticket.
As the return ticket had not been obtained, Firli asked his assistant to rent the helicopter again for the return trip to Jakarta.
“The result can be rented again because the helicopter has to go back to Jakarta and the two-hour rental costs 14 million rupees,” Albertina said.
Then Firli accepted this and gave money to pay the helicopter rental fee for Palembang-Baturaja, Baturaja-Palembang and Palembang-Jakarta trips, worth Rs 28 million excluding VAT.
“Witness 2 then paid Rs 30,800,000 for rent of Rs 28 million and 10 percent in tax, Rs 2.8 million,” Albertina said.

On Sunday morning (6/22/2020), Firli and her family finally left by helicopter and arrived in Jakarta before noon.
Meanwhile, Firli’s assistant returned using Citilink airline and arrived in Jakarta at 2:00 pm WIB.
Without reason
Based on the above timeline, the KPK Oversight Board finds that Firli’s excuse for using a helicopter for her personal travel is unfounded.
According to the KPK Supervisory Board, Firli should have been able to prepare a plane ticket to return to Jakarta on Friday (6/19/2020) because he knew that he had to return to Jakarta on Sunday (6/21/2020).
“On Friday afternoon at 2 o’clock, the investigator knew that he would go home on Sunday but had not yet searched for a return ticket. Terperiksa only asked the witness about his plan to return home on Saturday night. “Albertina said.
He continued, the reason why Firli came home early to prepare the meeting materials was also unreasonable because Firli only did the material on Sunday afternoon at 15.00 WIB after her assistant arrived at Firli’s house.

Furthermore, it was also discovered that the meeting that Firli will be attending on Monday (6/22/2020) was in fact represented by other KPK leaders.
On these considerations, the KPK Supervisory Board finally declared that Firli had violated the code of ethics and imposed light sanctions in the form of a written strike II.
