JAKARTA, KOMPAS.com– A Chinese national who was sentenced to death in a drug case, Cai Changpan, surprised the public after fleeing from the Class I prison in Tangerang, Banten.
Like a scene in a movie Life imprisonment (1994), Changpan single-handedly dug a hole in his cell to escape from prison on September 14, 2020.
This was not Changpan’s first escape. It was recorded that on January 24, 2017, the drug lord who possesses 135 kilograms of crystal methamphetamine also escaped from the Criminal Investigation Unit of the Police Headquarters.
Polda Metro Jaya’s Head of Public Relations, Kombes Pol Yusri Yunus explained various findings related to the case of the second Cai Changpan leak on Friday (10/2/2020).
Here is the explanation:
1. Dig a hole every night alone
Cai Changpan carried out the act of digging a hole in the cell by himself. He did it every night for eight months, to escape from Tangerang Class I Prison.
“He moved the bed, then he made a hole in it. After digging the floor, he closed it again. It was a two-story bed, he moved it and he dug it, so he did it for eight months,” Yusri Yunus said.

Previously, Changpan had invited his cellmates to escape from Tangerang Prison, but was denied the fact that he did not want to be involved in the escape.
From Cai Changpan’s roommate, Yusri received information that he performed these activities every night from 10 PM to 5 AM WIB.
“He (Cai Changpan) makes every hole in the excavation with two plastics in one day and throws them away, that’s a roommate’s confession,” Yusri said.

Changpan uses a vacuum cleaner to remove the water every time the soil digging process is done.
At the time, Yusri stated that the water machine and various other construction tools in the form of shovels and screwdrivers had been secured as evidence.
“The machine is for suction, because each hole (dug) will release water. Investigators have already tested it when the crime scene begins to enter and exit, (along) 30 meters,” he said.

2. Get help from prison guards and public officials.
It is known that two officers, a guard and a civil servant (PNS), helped Cai Changpan escape from the Class I Limpets Tangerang, Banten.
Yusri said that this suspicion arose after the special team of the National Police and Tangerang Lapas carried out an investigation and carried out a case title.
“Yes, he’s a prison guard. One more initial is S, he’s a prison official. Meanwhile, these two have committed negligence that can be suspected under article 426 of the Penal Code,” Yusri said.

From one of the prisoners, it was discovered that they were helping to buy equipment. One of them is a water pump.
It is known that the water pump was used by Cai Changpan to suck out the water that came out while he was digging an escape hole in the cell.
The two prison officials are said to have received 100,000 rupees each time they helped Cai Changpan.
“Buy using the address in question or an employee of the warden. Even taking it there (cell), also taking more stored in his residence ”, said Yusri Yunus.

3. Military training in China
So far, the police have chased Cai Changpan into a forest not far from his home after meeting his wife in Tenjo, Bogor, West Java.
“Of the several residents we studied, those affected entered the forest there. Meanwhile, there were several teams focused there, while we were exploring the possibility of running to other places,” Yusri said.
Police also discovered that Cai Changpan had attended military training in his home country China.
According to Yusri, this provided Cai Changpan to survive while escaping to the forest in the Tenjo area, Bogor, West Java.

4. Explore how prison officials control
Yusri said police were still investigating Changpan’s escape. One of them, related to the excavation process along 30 meters that was carried out without problems and without being caught.
“I say we are still investigating (how Cai disguises his voice). Everything can run smoothly for eight months, beaten to the end, still being examined,” he said.
Additionally, several prison officials are still investigating whether there was any involvement in Cai Changpan’s escape. Police controls revolve around how to periodically check detainees.
“In 11 hours (during the Cai Changpan escape) there were three change. What the prisoner control system is like, we have to explore it again, ”Yusri said.

According to Yusri, the in-depth investigation was carried out after cellmate Cai Changpan mentioned that the number of guards was complete when checking the prisoners.
“Even though only one (prisoner is still in the cell). Isn’t he directly searched (by the guards)? Well, everything will be explored,” he said.
(On) the third turn it was discovered (only) there was one person there. The first shift, the second, we did joint internal investigations in the prison, “Yusri said.

4. Defined as DPO
The police have also placed Cai Changpan on the wanted list (DPO).
A DPO brochure on Cai Changpan has been distributed to the public so that they can report immediately if they see a suspect.
“The DPO has been lowered so that the public can identify the person in question. Hopefully in the future the public can help if we see,” Yusri said.
Yusri added that whoever helps to hide will face the consequences of the threat of 2 years in prison.
So far, Changpan has not been found in 20 days since he managed to escape from prison. Cai Changpan is not the first time he has performed the action.
