YAKARTA, KOMPAS.com – The delay in channeling the remaining Revenue Sharing Funds (DBH) from the Ministry of Finance (Ministry of Finance) to the DKI Jakarta Provincial Government has become controversial. The delay in central government funding for the regional government extends to the Supreme Audit Agency (BPK).
This controversy began when DKI Jakarta Governor Anies Baswedan collected DBH underpayments to Finance Minister Sri Mulyani Indawati. The DKI Jakarta Provincial Government requires many funds for urgent allocations, especially related to the management of the coronavirus (Covid-19) in the capital city.
Later, the Finance Ministry was reluctant to disburse the remaining DBH to the DKI Jakarta Provincial Government on the grounds that it was still awaiting the results of the BPK audit or audit.
Sri Mulyani said the central government had disbursed the underpayment of profit sharing funds in the amount of Rp 2.6 trillion to the DKI Jakarta Provincial Government, but the rest could only be disbursed after the BPK audit was completed.

“The rest we will do soon, once we have completed the central government financial statements,” said Sri Mulyani, Friday (05/08/2020).
The former Managing Director of the World Bank detailed that the insufficient payment of the profit sharing funds consisted of the remaining insufficient payments in 2018 of Rp 19.35 billion and in 2019 of Rp 2.58 billion of the total unpaid payments to the Provincial Government DKI Jakarta of Rp 5, 16 billion.
Sri Mulyani explained that the government had assigned an unpaid audit of profit sharing funds in 2019 in the amount of Rp 14.7 trillion which was stipulated in PMK Number 36 / PMK.07 in 2020. Later, BPK opened its voice regarding Sri Mulyani’s statement awaiting BPK’s audit of DBH’s payments to the DKI Jakarta Provincial Government.

BPK President Agung Firman Sampurna emphasized that there was no connection between BPK’s audit and DBH’s payments. According to him, it is not relevant to use the BPK audit as a basis to pay DBH.
“There is no connection. Yesterday I explained that there was no relationship between the obligation to pay the Ministry of Finance to the DKI Jakarta province or any regional government related to DBH poorly paid with inspections carried out by BPK. There is no connection,” Agung said Monday. (11/05/2020).
Agung explained that the BPK’s audit of the financial statements presented by the Ministry of Finance was an examination. While what the Ministry of Finance does is manage the state’s money.
He said there were no provisions in the Basic Law or the law related to state examination / finances / state treasury regulating the payment of DBH obligations pending the results of the BPK audit.
He also wrote to the Ministry of Finance regarding DBH’s underpayment of fiscal year 2019 results on April 28, 2020.

“Please let the Finance Ministry make a payment or non-payment decision in the hands of the Finance Ministry, it need not be connected with the BPK audit,” Agung concluded.
BPK even sent a letter to Sri Mulyani regarding DBH payments to the DKI Jakarta Provincial Government. This state audit agency emphasized that the use of BPK’s Final Audit Reports (LHP) for LKPP 2019 as a measurement tool for making payments was not relevant in building the overall implementation of APBN.
According to BPK, the Ministry of Finance may use the performance of the unaudited (unaudited) LKPP 2019 as the basis for calculating DBH’s payment allocation while still complying with applicable laws and regulations.

The special staff of the Minister of Finance, Yustinus Prastowo, participated in the opening of the issue of DBH arrears from the central government to the DKI Jakarta Provincial Government, which was planned to be used for social assistance (social assistance).
As quoted on his Twitter, Yustinus regretted that the DKI Jakarta Government claimed that the Central Government had been late in paying DKI Jakarta’s DBH amounting to Rp 5.1 billion.

In fact, the central government is still awaiting a BPK audit for the completion of DBH in 2019. The reason is that the earning of revenue will only be seen after the end of the financial year to make the figure more accountable.
On the other hand, the regions need money to carry out public services and all their needs. Finally, the Central Government took a solution to make a forecast of reception of DBH objects and then distributed them quarterly. Although, the actual figure is not yet known.
“When the BPK audit is completed, it is recalculated according to completion and regions are paid. There is the potential for underpayment or overpayment according to the BPK audit, usually if there are deficiencies in the Previous years, they were all paid to the region, “Yustinus said.
Yustinus explained that DBH underpayments for fiscal year 2019 are generally known in 2020, around August to November.
Therefore, the results of the DKI Jakarta DBH audit in 2019 will only be completed in 2020. DKI has the right to pay DBH 2019 in the amount of less than Rs 5.1 trillion. If there is an underpayment in 2019, it will be paid in 2020 and so on. However, the BPK audit for 2019 has not yet been completed.

“This is controversial because it seems that the central government owes a debt to the DKI Jakarta Provincial Government and does not want to pay / stop it. The fact is not like that. In fact, Yustinus said, the Central Government was sensitive to seeing the current abnormal situation due to Covid-19. DBH underpayments to local governments, including DKI, which are generally paid in August, accelerate in April.
According to PMK 36/2020, DKI DBH was paid in April at 50 percent or Rp 2.5 trillion.
“Therefore, this controversy and confusion does not have to occur when DBH payment is requested, if the DKI Provincial Government does not appear to be debt collectors due and not yet paid. Although this is a right, the rules and the mechanism is clear. There is no debt, “Justin said.
