KOMPAS.com- A mother from Surabaya, East Java, Yaidah (51) was forced to visit the Ministry of the Interior (Kemendagri) office in Jakarta to obtain a death certificate for her son.

Yaidah initially arranged the child’s death certificate at the Kelurahan office in August.

“I started to worry because the insurer gave 60 days to deliver the death certificate,” he said when confirming it, on Tuesday (10/27/2020).

Arriving at the Interior Ministry office, Jalan Medan Merdeka Utara, Yaidah was directed to the special civil registration office in South Jakarta.

There, officers attempted to confirm the incident to the Surabaya Regional Civil Registry Office.

“Please prosecute, pity this mother from Surabaya to Jakarta just to take care of her son’s death certificate,” Yaidah said, mimicking the official’s words.

At that instant, Yaidah’s son’s death certificate was completed and the file was immediately sent to his cell phone.

When confirmed, the Head of the Surabaya Regional Office, Agus Imam Sonhaji, said that what happened to Yaidah was a lack of communication.

According to him, Yaidah obtained incorrect information from the officers.

He also admitted that his officers lacked capacity.

“The officer did not have the ability to solve the population management problems and had a wrong understanding,” he said.

Agus explained that Yaidah’s request letter at that time had been processed for registration in the urban village and was successful.

In fact, the request for letters has been fed into the clampid system of the Dispendukcapil.

“For Ms. Yaidah or the applicant to get an e-Kitir or a receipt equipped with a barcode,” Agus said.

“Even so, we still apologize to Ms Yaidah for this lack of communication, we apologize. This is also an evaluation of our records so that in the future we can serve more optimally,” he said.

Visit Yaidah’s house and apologize

After the incident, Agus went to Yaidah’s home in Lembah Harapan Housing, Lidah Wetan Village, Lakarsantri District, Surabaya.

In addition to presenting an apology, Dispendukcapil will refund Yaidah’s transportation fees.

“Yesterday we visited Ms. Yaidah’s home. We apologized on behalf of the Surabaya city government and replaced the transportation money when she went to Jakarta,” Agus said.

During the visit, Yaidah and her husband, Sutarman, had time to provide suggestions for Surabaya city government services.

“Ms. Yaidah told us everything and gave us her thoughts on community service,” she said.

From this Yaidah case, the Surabaya Dispendukcapil will intensify the information services call center to serve residents confused about processing population services.

Dukcapil CEO spoke

The Yaidah case made Zudah Arif Fakhrulloh, the Director General of Population and Civil Registry of the Interior Ministry (Dirjen Dukcapil Kemendagri), speak.

He regretted that there was a communication error so Yaidah had to go to the Interior Ministry office in Jakarta.

“I cry because there are people who are being prodded and misinformed so that the mother can take care of him until Jakarta,” Zudan said in a written statement quoted on the official website of the Interior Ministry, on Wednesday (10/28/2020).

He even considered that this case had a negative impact on the image of the entire Dukcapil Office.

“The bureaucracy looks very bad. Dukcapil is being punished by the community. Due to a single case, the Dukcapil Services District / City 514 are affected,” he said.

“It is enough to take over a death certificate in the urban village. If it is not finished, the urban village must be proactive. Do not let the community move on its own, the Dukcapil must be able to provide solutions,” Zudan said.
