Minister of the Interior (Mendagri) Titus Karnavian issued Instruction number 6 of 2020 on the application of health protocols to control the spread of corona virus disease (COVID-19).
Tito recalled that the regional chiefs are obliged to comply with the statutory norms in accordance with Law No. 23 of 2004 of Regional Government and point out that the regional chiefs who violate the provisions of the regulations may be removed from office.
“I tell the governors, regents, and mayors to pay attention to this instruction because there is a risk according to the law. If the law is violated, layoffs can be carried out,” Tito said in a meeting in Commission II of the DPR in the Parliament Complex, Senayan, Jakarta, on Wednesday (11/18)).
He explained that the threat of dismissal was in accordance with article 78 of the Regional Government Law. In the fifth point, it is explained that the sanctions for regional leaders who do not comply with the legal regulations will be terminated.
Article 78 of the Regional Government Law says the following
(1) Regional chiefs and / or deputy regional chiefs terminate because:

(2) Regional chiefs and / or deputy regional chiefs are removed as indicated in paragraph (1) letter c because:

second. unable to perform tasks continuously or in permanent obstruction consecutively for 6 (six) months

re. does not perform the functions of regional head and regional deputy director referred to in article 67 letter b
me. violates the prohibition for regional chiefs and deputy regional chiefs referred to in article 76, paragraph (1), except letter c, letter i and letter j

Additionally, Tito asked regional heads to constantly implement health protocols to prevent the spread of Covid-19 in their respective regions.
The former head of the National Police said regional chiefs must prioritize prevention over prosecution. According to him, the regional heads must also comply with the Covid-19 health protocol by not participating in the crowd.
“I ask regional chiefs to be role models in complying with health protocols, including not participating in crowds that could potentially violate health protocols,” he said.
Earlier, crowds appeared at various points after the leader of the Islamic Defenders Front (FPI) Rizieq Shihab returned to Indonesia.
One point of the crowd that was in the spotlight occurred during the Prophet Muhammad SAW’s birthday event and the wedding of Rizieq’s daughter in Petamburan, Central Jakarta on Saturday (11/14).
The Polda Metro Jaya also investigated the alleged violation of the Covid-19 health protocol among the crowd. DKI Jakarta Governor Anies Baswedan was also asked for clarification for nearly 10 hours about the crowd at the event.
