JAKARTA, KOMPAS.TV – The cost of making and renewing a driver’s license (SIM) may be free for some Indonesians.
This is because President Jokowi has just signed Government Regulation No. 76 of 2020 on Rates and Fees for Non-Tax State Revenue Types (PNBP) applicable to the Indonesian Police.
In the PP, it allows charging for public services such as the cost of making and extending a driver’s license (SIM) so that the less fortunate are free.
In Article 1 of the PP, which Jokowi signed on December 21, 2020, regulates that there are 31 types of PNBP that apply to the Indonesian Police.
Types of PNBP include:
- Tests for the issuance of new SIMs
- SIM renewal issue
- Prove the issuance of a driving skill test certificate
- STNK issuance
- Issuance of motor vehicle test certificates
- Issuance of signs of number of motorized vehicles
- Issuance of motor vehicle number test certificates
- Issuance of BPKB
- Issuance of certificates for the transfer of motor vehicles to other regions
- SKCK Post.

Regarding the cost of making and renewing a free SIM card, it is contained in Article 7 Paragraph 1. It is established:
(1) With certain considerations, the rate for the types of State Non-Tax Income referred to in Article 1 may be set at 0.00 IDR (zero rupee) or 0% (zero percent).
The explanatory part of article 7, paragraph 1, further explains who in the community is entitled to “certain considerations”, one of which is the poor.
Those who can obtain the creation or extension of a SIM for free are the organizers of social, religious, state activities, and considerations due to circumstances beyond the ability to pay or force majeure conditions, as well as for the poor, students / students and micro, small and medium enterprises. .
The regulation adds a service that has free priority, namely the issuance of a Police Registration Certificate (SKCK).
