The contents of the Sriwijaya black box are not for public consumption, this is the reason

Bisnis.com, JAKARTA – The status of the data in the black box of the flight data recorder (FDR) of the Sriwijaya Air SJ-182 aircraft is in good condition. Currently, the National Committee for Transport Safety (KNKT) is studying its content.

“There are 330 parameters and they are all in good condition. We are currently studying it,” KNKT President Soerjanto Tjahjono said in a press release, Friday (1/15/2021).

The function of the black box is to record the conversation between the pilot and air traffic control (ATC) and to know the air pressure and weather conditions during the flight.

Although it is called a black box, this important element is orange in color. The light color will make the search easier if the plane crashes.

Earlier, Soerjanto said that readable black box data would be transmitted to the public. But only the outline.

The investigative agency cannot reveal the details of the data stored in the black box because it is subject to regulations. This prohibition is contained in Law Number 1 of 2009 on Aviation.

Article 359 of Law Number 1 Year 2009 says:

(1) The results of an investigation cannot be used as evidence in a judicial process.

(2) The results of the investigation referred to in paragraph (1), which are not classified as classified information, may be announced to the public.

Then in the explanation of article 359, what is understood by “confidential information” (non-disclosure of records) is disclosed, among others:

to. Statements of persons obtained in the investigation process;

second. Records or transcripts of communications between people involved in the operation of aircraft;

C. Information about the health or personal information of the persons involved in an accident or incident;

re. The cockpit voice recorder records word-for-word (transcription) of recordings;

me. Records and transcripts of the conversations of air traffic services officers; and

F. Opinions expressed in the analysis of the information include flight data recorders.

In this law, the KNKT can announce a summary of the results of its findings or the investigation of the contents of the black box and the causes of the plane crash. Raw data is expressly prohibited by law.
This is also regulated in the regulations of annex 13 of the International Civil Aviation Organization (ICAO).
