Jakarta, CNN Indonesia –
Terawan Agus Putranto (56) said that he had helped three patients before officially handing him the post of Minister of Health. Budi Gunadi Sadikin on the transfer agenda (sertijab), at the Ministry of Health, Tuesday (12/29) afternoon.
“By the way, this afternoon, before I left here, I was allowed to work, help three patients. Two patients with cerebellum and strokes and immediately well. A patient with dementia came from the United States very far,” Terawan said in the event. sertijab that was broadcast through the YouTube channel of the Ministry of Health, on Tuesday (12/29).
Various parties had previously inquired about his existence because he did not have a certificate, unlike other former Advanced Indonesia Cabinet ministers who were reorganized.
Although, legally, the post of Minister of Health is still officially held by Budi Gunadi.
“If not [sertijab]This is strange, this is an obstacle, it should be fast in the middle of this pandemic, “said Airlangga University epidemiologist Windhu Purnomo, on Monday (12/28).
Terawan expert staff Alexander Kaliaga Ginting mentioned that Terawan was in Solo, Central Java on Sunday (12/27).
He said the reason why the certificate was not carried out immediately after the inauguration of Health Minister Budi was because Terawan was still making working visits to Semarang and Yogyakarta to inspect various health facilities.
Terawan, a retired TNI officer with the rank of lieutenant general, often receives criticism from the epidemic and from the public regarding the handling of the pandemic. The controversy has continued even before he became Minister of Health.
That is, when he was Head of the Central Hospital of the Gatot Subroto Army (RSPAD). In 2018, Terawan once appeared due to a case of brainwashing, or digital subtraction angiography (DSA), to cure stroke patients.
Based on your admission, the patient can recover from stroke 4-5 hours after surgery. This method of treatment is said to have been applied in Germany under the patent name ‘Terawan Theory’.
This health approach originated from Dr. Terawan’s dissertation entitled ‘Intra-arterial Effects of Heparin Lavage on Regional Cerebral Blood Flow, Motor Evoked Potentials, and Motor Function in Chronic Ischemic Stroke Patients.’
Fritz Sumantri Usman, a neurologist, said there were three points that were weak spots for Terawan’s research. First, on the adequacy of the bibliography to the research topic.
Citing the review by Fritz et al, one of the sources of literature used by Terawan is the Guggenmos research. The research titled “Restoring Function After Brain Damage Using Neural Prosthesis”, according to Fritz, was “unrelated” to Terawan’s research.
According to him, Terawan chose the wrong sample, did not use clear indicators of improvement after brainwashing or DSA, and also collected fees from patients who were considered subjects of his research.
However, Terawan claims that his therapeutic method has been scientifically proven, through a dissertation conducted for a doctorate from Hasanuddin University.

“So if it is scientifically proven, it has been done through a dissertation, and a dissertation from a university that is quite respected in my opinion is something that should be appreciated,” Terawan said at an RSPAD press conference on Wednesday. (4/4).
The Council of the Medical Code of Ethics (MKEK) and the Indonesian Medical Association (IDI) had recommended a temporary suspension of sanctions for him for 12 months and the revocation of his license to practice in relation to the brainwashing method. .
The Secretary of MKEK PB IDI at the time, Dr. Pukovisa Prawiroharjo, said that the recommendation for sanctions is based on considerations of professional ethical behavior.
“MKEK makes its decision based purely on the ethical considerations of a colleague’s professional behavior,” he said.
At that time, the Ministry of Health planned to facilitate mediation between the three parties. However, the IDI later reviewed the case and decided to postpone the sanctions.
The controversy did not stop there. When it became known that Terawan would be appointed Minister of Health, the IDI had sent a letter of recommendation to President Jokowi not to appoint Terawan as Minister of Health, considering the sanctions he had received.
At the time, Terawan himself didn’t bother to criticize him.
“It doesn’t matter who the case is. Let it be. I never responded. There is no need (to respond), it was not the time, it had to be according to military procedures, I was at that time the military man,” he said.
The Terawan case attracted much attention from various government figures and other patients. The reason is that Terawan has patients from the political elite. For example, Prabowo Subianto, Aburizal Bakrie, Mahfud MD, Ani Yudhoyono.
Many of the figures defended Terawan.
After becoming a minister, many people regard him as Sweet Revenge against the IDI. The problem is that during his tenure in office he also continues to receive criticism. Especially regarding the handling of the Covid-19 pandemic.
For example, early handling of a pandemic is slow and takes lightly, data transparency rarely appears in public in Corona’s handling of the issue of vaccine contracts. The urge to reorganize was strong.

Now, after the handover ceremony, Terawan admits that he has resigned from his post, although not even one term. He also indicated that he would return to full patient management service.
“I was intrigued, before it was from the Minister to become a Mantri, and that is my pride, I can inject people,” he joked.
Previously, President Jokowi was officially inaugurated as Minister of Health on Wednesday (12/23). In addition to Budi, Jokowi also inaugurated Volume 2 of five Indonesian Cabinet Ministers, the results of the quake or shakeup.
They are Tri Risma as Minister of Social Affairs, Sakti Wahyu Trenggono as Minister of Maritime Affairs and Fisheries, Yaqut Cholil Qoumas as Minister of Religion, Sandiaga Salahudin Uno as Minister of Tourism and Creative Economy and M Luthfi as Minister of Commerce.
