Minister of Health (Menkes) Terawan Agus Putranto signed the Regulation of the Minister of Health (Permenkes) Number 24 of 2020 regarding Clinical Radiology Services. However, this rule was rejected by 40 professional associations. doctor because it is considered to hinder health services.
According to Permenke, radiology services such as X-rays and ultrasound (USG) must be performed by a specialist in radiology.
“The human resources in the Radiology Service of the Primary Clinic consist of at least: radiology specialists, radiographers, radiation protection officers and administrative personnel,” was quoted on Wednesday (10/7) to article 11 paragraph (1) of the Permenke.
Therefore, Primary Clinical Radiology Services, including examinations with mobile radiographs, dental radiographs and ultrasound, can only be performed by a specialist in radiology.
This condition has the potential to hamper health services for pregnant women who need ultrasound, as well as heart disease patients who want to have a CT scan of the heart’s blood vessels.
These services can usually be performed directly by a pregnancy specialist and also by a cardiologist.
After the Regulation 24/2020 of the Minister of Health, doctors or specialists who want to provide services in the Pratama clinical radiology services, need additional authority. This authority is granted after a physician or specialist has participated in limited competence training in radiology and has received a certificate from the College of Radiology.
This is regulated in article 11, paragraph 2, “Additional authority is granted to physicians or other medical specialists through training to obtain limited competence in accordance with the provisions of laws and regulations, and proven by a certificate from the school of radiology”.
This condition also applies in health establishments such as hospitals and health centers that do not have radiology specialists. Any physician or other specialist who attends radiological examinations must be trained to be certified and have the right to perform radiological examinations.
The Permenkes were rejected by the medical professional association because they had the potential to hinder patient care. Furthermore, Health Minister Terawan is also considered to prioritize only the field of radiology, which is also his specialty.
Therefore, the Council of the Indonesian Faculty of Medicine (MKKI) and more than 30 medical professional associations and other medical specialist faculties called on Terawan to immediately revoke Regulation 24/2020 of the Minister of Health.
