“DBH is distributed to the producing regions according to the specified portion, and divided by the proportion of producing regions gets a bigger portion,” he added through his social media account on Saturday (9/5).
According to Article 23 of Law Number 33 Year 2004, the DBH distribution principle is based on the realization of the state revenues that are shared in the current fiscal year.
Under this law, the central government can only pay DBH after closing the book at the end of the year and has been audited by the Supreme Audit Agency (BPK) for accountability. If there is a possible under or overpayment after the BPK audit, the regions will also be paid at the same time.
In summary, DBH 2018 will only take place in mid-2019 after going through a BPK audit. If there is underpayment potential in 2018 it will be paid in 2019 and so on.
The underpayment potential is also known only after the BPK audit is completed, DBH is generally paid around August to November.
“When the BPK audit is complete, the completion figure will be known as the DBH base, then it will be recalculated based on the completion and paid to the regions,” Yustinus said.
Meanwhile, the regions need funds to carry out public services. Now to support these public services, DBH is distributed quarterly or quarterly.
In the case of DKI Jakarta DBH, the government accelerated the payment of low-paid DBH in April to help deal with the impact of the co-19 pandemic. DBH’s April payment under PMK 36/2020 for DKI paid 50 percent or Rp2.5 trillion.
“DKI is entitled to a DBH 2019 underpayment in the amount of Rp 5.1 billion and the BPK audit in 2019 has not yet been completed,” he said.
This means, Yustinus continued, that there is no central DPH debt with the Regional Government. This is because DBH will only be assigned after closing the yearbook and has been audited by BPK.
“The money in the center is enough, precisely the realization of the DBH 2019 payment (audited) is done early. This is a fact,” said Yustinus.
