He said that the Covid-19 patient outside of Surabaya was detected at Dr. Soewandhie Hospital and BDH Hospital, they came directly to the emergency department (ER). As a result, Covid-19 patients from Surabaya cannot be hospitalized.

Some Surabaya residents were forced to undergo independent isolation because the hospital experienced overload or overcapacity.
