The proposal mainly targets the Philippines and Vietnam, but apparently Indonesia is also included.
China proposed the formation of a Spratly Resource Management Authority (SRMA) with members not only from the countries involved in the dispute, namely Brunei, China, Malaysia, Vietnam and the Philippines, but also Indonesia.
