YAKARTA, KOMPAS.com – The Director General of Land Transport, Budi Setiyadi, emphasized that going home was still prohibited. He also asked the public not to go home even though the government allowed return transportation to operate during the Covid-19 pandemic.
“The main thing I want to convey to the public is that I basically expressly say, going home is still prohibited!” Budi said as quoted in a press release on Sunday (05/10/2020).
He continued, he has made a Circular Letter from the Director General of Land Transport in which he discusses the main task of providing facilities or vehicles.
“What is certain is that it only allows a few vehicles to operate because during this pandemic, a vehicle can only transport 50 percent of the capacity. In addition, we also regulate that the vehicle’s crew must comply with the health protocol and is Covid-19 free, “Budi said.

According to him, his party is preparing a Circular Letter (SE) that clearly regulates the implementation of land transport in accordance with Ministerial Regulation No. 18 of 2020 on Transport Control in the Context of Prevention of the spread of the Virus Disease Corona 2019 (Covid-19) and Ministerial Regulation No. 25 of 2020 on Transport Control during the Eid Al-Fitr Homecoming Year 1441 Hijri in the context of the prevention of the Corona virus disease 2019 (Covid-19).
Budi said that, in addition to the facilities, it also regulates other aspects such as infrastructure, including terminals, both arrival and departure terminals, which must comply with health protocols and for each vehicle before and after use, it is sprayed the disinfectant.
“So in the future, not everyone can use this vehicle to travel.” As I have discussed, coming and going is still prohibited, but according to the Task Force President’s Circular Letter to the Task Force from Driving Acceleration Co-19, we provide access to people who have an interest, “he said.
Budi explained in more detail that the types of interest referred to include state duties and office duties on the condition that they must comply with existing administration, such as a health certificate, a leadership certificate if it is from the office as well as an official travel certificate in accordance with the requirements of the Task Force.
He said his side cooperated with the police who would oversee the movement of the community if they did not agree with the administration that the government determined. In addition, according to him, the SE that will issue his party will be a guide for land transport users to avoid the spread of Covid-19.
According to Budi, there are currently 38 Otobus (PO) companies that operate during Large Scale Social Limitation (PSBB) and only make 1 trip per day.
“So I hope that the community can comply with existing regulations, such as wearing masks when traveling, keeping distance and maintaining health by applying a clean lifestyle. For today in Pulogebang, for example, there is only 1 Sinar Jaya bus going to Surabaya and transports 1 passenger. When we buy tickets, we check if this passenger met the criteria according to Task Force SE, “explained Budi.

While in SE Number 4 of 2020, the Chairman of the Covid-19 Handling Acceleration Task Force writes that the exclusion criteria for travel restrictions apply to:

2. Defense, security and public order services;
3. Health services;
4. Services for basic needs;
5. Support services for basic services;
6. Services with important economic functions;
b. Travel for patients who need emergency health services or travel for people whose primary family members have been seriously ill or have died;
c. Repatriation of Indonesian migrant workers, Indonesian citizens and students abroad, and repatriation of people for special reasons by the Government to the area of origin, in accordance with applicable regulations.
