KOMPAS.com- The Ministry of Transport (Kemenhub) has asked the West Kalimantan Provincial Government (Kalbar) to revoke the rules for PCR swab test requirements for residents who wish to enter its territory.
This requirement has only been applied by the provincial government for air transport users from Saturday (12/26/2020) to Friday (1/8/2021).
In response to the Transport Ministry’s request to revoke the regulation, West Kalimantan Health Service Chief Horisson said there was an imbalance in central policies towards the regions.

Only Bali is considered to have been saved
Harisson considered the request of the Ministry of Transport strange.
This is because the requirements for PCR smear test are allowed for Bali. Meanwhile, West Kalimantan was asked to repeal the PCR swab rules.
“Now we are also asking the center, why does it only apply specifically to Bali or does the traveler have to test negative on the PCR swab test to know the requirements to enter Bali,” he said.
Harisson considers it, as if the central government had only saved Bali.
“It’s like Bali has to be saved, while other areas don’t need to be saved. They use a double standard to save the citizens,” Harisson said.

Five airplane passengers at Supadio airport tested positive for Covid-19
Previously, the West Kalimantan Health Service captured five people who tested positive for Covid-19 in a random PCR swab test for arriving passengers.
The five people were passengers on a Batik Air plane from Jakarta with flight number ID6220 that landed on Sunday (12/20/2020) at 2:30 PM WIB.
Despite the fact that they had brought the results of the rapid antigen test, the five passengers from Jakarta tested positive for Covid-19.
Harisson assessed the rapid antigen test to have an accuracy rate of up to 90 percent.
However, the results will be inaccurate when sampling is rushed.
“The definitive diagnosis (gold standard) is only in the reverse transcription polymerase chain reaction or the RT-PCR swab,” Harisson expected.

Eliminate the swab test rules
The Provincial Government of West Kalimantan (Kalbar) issued a regulation on the requirements of the PCR smear test for air travelers.
The regulation was issued due to the high transmission rate of Covid-19 in Indonesia and the increasing flow of visits during the year-end holidays.
In fact, the West Kalimantan provincial government has issued a circular on the regulation.
One of them said that travelers using air transport must show a negative result in the PCR smear test.
Meanwhile, the certificate is valid no later than seven days from the exam date.
Harisson said the regulation was in place for two weeks.
“This circular is effective from Saturday, December 26, 2020 until Friday, January 8, 2021,” he said on Friday (12/25/2020).

The Ministry of Transport requested the revocation of the regulation
The Ministry of Transport responded to the requirements for the PCR smear test by requesting the West Kalimantan Provincial Government to revoke the regulation.
The Ministry of Transport also expects the West Kalimantan Provincial Government to adhere to the central government’s rules.
“Regarding the SE Governor of West Kalimantan Number 3596 of 2020 on the Implementation of Community Activities during the Christmas and New Year Holidays 2021 in the New Order of Normal Life, especially those regulating domestic travelers using air transport so that it can be adjusted or revoked, so that it is in line with the circular letter of the Working Group. Covid Management Number 3 of 2020 and Circular of the Minister of Transport Number 22 of 2020 “, said the letter signed by the Director General of Civil Aviation Novie Riyanto, on Saturday (12/26/2020).
The Ministry of Transport asked the Governor of West Kalimantan not to bring this issue into the realm of social media.
“We ask for the help of the Governor of West Kalimantan not to bring service problems to the public by using air transport services in the public sphere through social media and the masses,” he continued.
