YAKARTA, KOMPAS.com – President Joko Widodo issued Government Regulation (PP) Number 17 of 2020 on amendments to PP Number 11 of 2017 on the Management of Officials (PNS).
The PP affirmed the power of President Jokowi to appoint, transfer and remove officials.

“The President, as the holder of the highest authority for the development of public officials, has the authority to determine the appointment, transfer and dismissal of officials,” reads Article 3, paragraph 1, PP, number 17. , year 2020.
In paragraph 2 of the PP, it is stated that the authority of the president to appoint, transfer and dismiss public officials is delegated to ministers in ministries, heads of institutions in non-ministerial government agencies, general secretaries in the secretariat of state institutions and institutions non-structural, governors in provinces and regents and mayors in counties and cities.
The authority of this president is the same as that contained in the previous PP.
However, in the most recent PP, PP No. 17 of 2020, the President has the right to withdraw the delegation if there is a violation of the merit system principle (performance-based) that is performed to evaluate performance (PPK ) or in order to increase the effectiveness of government administration.
This additional authority is established in the additional provisions of paragraph 7 PP Number 17 of 2020.

Therefore, the President has full power over the appointment, transfer and dismissal of officials.
“The delegation of authority referred to in paragraph (2) may be withdrawn by the president in case of violation of the principle of the merit system carried out by the PPK or to increase the effectiveness of the government administration,” says the Article 3, paragraph 7, which becomes a new provision in the PP.
