Eri-Armuji
The Eri-Armuji couple is champion of the cadres of the Indonesian Democratic Party of Struggle (PDIP). In this political contest, Eri-Armuji was only supported by two parties, namely the PDIP and the Indonesian Solidarity Party (PSI).
Eri has been a state official (ASN) since 2001 in the Surabaya city government. This Sepuluh November Institute of Technology (ITS) Surabaya alumnus also served as Head of the Areas of Settlement and Public Housing, Cipta Karya and Spatial Planning (DPRKP-CKTR) at the age of 34.
Then, in 2018, Eri took over the position of Head of the Surabaya City Planning and Development Agency (Bappeko). He also serves as Acting Head of the Cleaning Service and Green Open Spaces. After being promoted as a mayoral candidate, he registered as a cadre of the PDIP.

Machfud – Mujiaman
Machfud-Mujiaman has the support of eight coalition parties, namely Golkar, PKB, PKS, PAN, Gerindra, PPP, Democrats and Nasdem. Machfud is a senior retired police officer who previously served as Senior Policy Analyst for Sabhara Baharkam Polri.
As for his career, in 2013, Machfud was entrusted to serve as the Chief of the North Maluku Regional Police, then entrusted to him to be the Chief of the South Kalimantan Police for the period 2013- 2015.
A 1986 National Police graduate who has experience in the field of investigation two years later or in 2015 was entrusted to be the Chief of the Police IT Division, then in 2016-2018 he served as Chief of Police of East Java replacing Inspector General Pol Anton Setiadji at that time.
Meanwhile, Mujiaman Sukirno is a former president and director of the Surya Sembada Regional Drinking Water Company (PDAM) in the city of Surabaya. He was appointed General Director in 2017 by the Mayor of Risma.

Corruption case
The corruption case that has shocked Surabaya is the case of the APBD taxes (japung) of the Surabaya city government in 2009 for the DPRD members worth Rp720 million.
A total of four people have served prison in this case. They are the former president of the Surabaya DPRD, Musyafak Rouf; the former assistant II of the Surabaya city government, Muklas Udin; the former Secretary of the Surabaya City Government, Sukamto Hadi; and the former Finance Section of the Surabaya City Government.
Another case is the Surabaya City DPRD Community Aspirations Network Fund (Jasmas) corruption case regarding the 2016 Surabaya city government grant of 5 billion IDR.
The six convicts who have been named in this case are members of the Surabaya City DPRD for the period 2014-2019.
They, namely Syaiful Aidy of the PAN, were sentenced to 1.6 years in prison. Dini Rijanti, of the Democrats, was sentenced to 1.6 years in prison. Ratih Retnowati of the Democrats was acquitted.
Then Binti Rochma from Golkar was sentenced to 1.6 years in prison, Sugito from the Hanura Party was sentenced to 1.6 years in prison and Aden Dharmawan from the Gerinda Party was sentenced to 2.5 years in prison.
