Participants of pre-employment cards reach 3 million, these are some of the obstacles when it comes to disbursing incentives

KOMPAS.com – The pre-employment card program launched by the government amid the corona virus pandemic is still ongoing.

This program is opened in stages, where the participants who pass will obtain a total of IDR 3.55 million.

The funds are split into 1 million IDR non-disbursable and intensive training fees, totaling 2.55 million IDR.

The government is targeting a total of 5.6 million beneficiaries of this program, of which up to now it has been operating up to lot 6 with 3 million participants.

So there is still a remaining share of reaching 2.6 million people splitting into multiple waves going forward.

Obstacles

So what obstacles were encountered in providing incentives to program participants?

Louisa Tuhatu, Head of Communications for Pre-Employment Card Program Implementation Management, explained that the hurdles in intensive admission were caused by several things, some of which could be caused by the participants themselves.

“For example, a virtual account has not been updated or verified KYC (know your customer),” he said.

Another reason is that participants have not provided an evaluation of the training they have participated in.

“The recipient of the pre-employment card has completed the first training, but has not yet provided an overview and rating of the training they took,” Louisa said.

Selection of participants

Meanwhile, regarding the number of enrolled versus the training fee, the program implementers must make a selection.

The selection process for participants in the Pre-Work Card Program is based on Permenko No. 11 of 2020.

Participants who do not pass may be due to various reasons, including that participants are not included in the criteria for receiving training assistance or regarding the authenticity of the data.

Participants cannot be included on the training participant list, including State Public Officials (ASN), TNI members, Polri, and others.

As for the participant data that are entered into the system, the authenticity of the program will be verified later.

All data is digital that will be connected and verified, so if there is inappropriate data such as name, NIK, KK number and others, it may cause the participants to not pass the selection.

Also, participants who enroll in this program may not qualify if they are receiving formal education.

Incentive only once

The training incentive itself will decrease after the Pre-Employment Card recipient completes the training, indicated by a certificate.

If participants attend more than one training, the incentive is only awarded when the first training ends and there is no incentive for the second training and so on.

Incentives are awarded after participants provide a review and evaluation of the training they have participated in.

Incentives will be received if the participant successfully connects the bank account number or e-wallet to the Pre-Employment Card account.

Incentive distribution is made within a maximum of seven days after all requirements have been met. Incentive verifications can be done through each participant’s account.

Burned

The 1 million IDR training balance must be used within 30 days of receipt of the pre-employment card.

If the time limit is exceeded, but the participant has not purchased the training, the Pre-Employment Card will be deactivated.

The balance of the training assistance will also be forfeited and returned to the Pre-Employment Card Fund account.

The training balance can only be used on pre-employment card partners, namely Tokopedia, Skill Academy, What Do You Want to Learn, Bukalapak, Pinteria, Sekolahmu, Kemnaker and Pijar.

The purchase of the second training can only be done after the first training is completed and the balance is sufficient.
