TEMPO.CO, Jakarta – The plan of the Ministry of Empowerment of State Apparatus and Bureaucratic Reform (PANRB) to raise the income standard for public officials or PNS to a minimum of Rp. 9 million is threatened with being canceled in 2021. PANRB Minister Tjahjo Kumolo said that the priority for state finances next year will continue to focus on managing Covid-19.
“Due to the Covid-19 pandemic, the country’s financial priorities have shifted towards needs related to health infrastructure subsidies and social assistance. So the gradual increase in ASN welfare is delayed,” Tjahjo said in a video uploaded through the YouTube account of the PANRB Ministry, on Tuesday, December 29, 2020.
Earlier, Tjahjo said that the government intends to change the calculation scheme for the salary of civil servants. With the new scheme, public officials will pocket a minimum monthly income of IDR 9 million.
Tjahjo apologized that the speech on raising the income of civil servants could not be delivered next year. “We apologize if this cannot be met in fiscal 2020 or 2021,” he said.
However, Tjahjo assured that the PANRB Ministry, together with the National Civil Service Agency (BKN) and the Ministry of Finance, were trying to improve the income of public officials. One of them is to provide a gradually increasing performance allocation. This increase in performance allowances will adjust the policies of each agency.
The increase in the performance allowance does not only apply to civil servants working in the Pusa government. Public servants of the regions, Tjahjo said, will also receive additional income, the realization of which is regulated by Government Regulation Number 12 of 2019. However, the provision of this subsidy takes into account the regional financial capacity and must obtain the approval of the DPRD.
In addition, Tjahjo Kumolo asked all officials to understand the delay in the adjustment of salaries, allowances and pension benefits due to the Covid-19 pandemic. He allows the improvement of the welfare of public officials to take place after the pandemic is over.
