Jakarta, CNBC Indonesia – West Java (West Java) Governor Ridwan Kamil, who is also the Committee for COVID-19 Management and Regional Economic Recovery for West Java Province, said that 20 West Java regions will implement Social Restrictions Proportional to Large Scale (PSBB) from January 11 to 25, 2021.
The implementation of proportional PSBB in West Java is a follow-up to the Instruction of the Minister of the Interior (Mendagri) Number 1 of 2021 on the application of restrictions to community activities (PPKM).
This was said by Kang Emil, greeting Ridwan Kamil, after attending the Coordination Meeting for the Management of COVID-19 in Java and Bali with the Coordinating Minister of Maritime Affairs and Investments of the Republic of Indonesia through a videoconference in the Pakuan Building, Bandung City, on Friday (1/8/2021).
“There are 20 regions in West Java that will implement proportional PSBB starting on Monday, January 11, 2021 for two weeks to reduce the growth rate of COVID-19 transmission,” said Kang Emil.
Proportional PSBB implementation is the same as PPKM, limiting community mobility. West Java implements proportional PSBB because it has so far been implemented to reduce the spread of COVID-19.
The central government has ordered the PPKM to take place in Bodebek (Bogor and Bekasi Regencies, as well as in Bogor, Depok, Bekasi City) and Bandung Raya (Bandung and Cimahi City, as well as in Bandung Regencies. , West Bandung and Sumedang).
Although this instruction is directed to certain districts / cities on the islands of Java and Bali, PPKM is not limited to these areas. If the management of COVID-19 worsens, PPKM can be implemented as needed in various regions of Java and Bali.
The West Java Policy Committee also carried out an assessment based on the four criteria listed in the 2021 Interior Ministry Instruction No. 1 on compliance with restrictions to control the spread of COVID-19.
Based on the assessment, there are 20 regions that will implement proportional PSBB. The 20 regions are Sukabumi, Sumedang, Cirebon, Garut, Karawang, Kuningan, Ciamis, Bandung, West Bandung, Majalengka, Bekasi, Subang, Bogor, Depok, Tasikmalaya, Banjar, Bandung, Bogor, Bekasi, and Cimahi districts.
“The four agreed criteria are that if a region exceeds the figures that are worse than the national figure, it must implement Proportional PSBB,” he said.
Kang Emil explained the four criteria on which to base the evaluation. First is the death rate. If the mortality rate in the region exceeds the national average mortality rate, then the Proportional PSBB should be implemented.
The second criterion is that the cure rate is below the national average. Meanwhile, the third criterion is whether the rate of active cases is faster than the national percentage.
“The last criterion that should be proportional to the PSBB is whether the bed occupancy rate or the occupancy level in the hospital room is worse than the national level,” he said.
Before the implementation of the proportional PSBB, Kang Emil instructed the Regional Secretary (Sekda) of West Java Province to communicate intensively with 20 regions regarding the socialization of the proportional PSBB implementation.
“Pak Sekda is communicating with the regions today and tomorrow so that the socialization begins on Monday,” he said.
Meanwhile, technical aspects or standardization in the application of the Proportional PSBB, such as the percentage of Work from Home and activities in public places, will be determined by each region in reference to the Instruction of the Ministry of the Interior.
“Regarding what is the standard in the implementation of the Proportional PSBB, of course we can ask the respective regions, what percentage of them work at home, in restaurants and other public facilities,” said Kang Emil.
Kang Emil also ensured that the implementation of proportional PSBB in 20 regions would be strengthened by the Regulation of the Governor of West Java (Pergub) which will be issued soon.
“Pergub will be issued as soon as possible and will be sent to 20 regions that will implement proportional PSBB,” he said.
Then, at the same time as the proportional PSBB implementation, phase one vaccination activities for healthcare workers and professionals who are prone to COVID-19 transmission will also begin.
“Hopefully, with proportional PSBB combined with vaccines, we will see that in January 2021 there will be a decrease in COVID-19 cases in West Java,” said Kang Emil.
