KPK receives information on incentives for healthcare workers reduced by hospital management by up to 70 percent

The KPK received information related to a cut in incentives for healthcare workers (health workers) by the hospital administration (RS) at a rate of 50-70 percent. With these findings, the KPK appealed to hospital management or related parties not to reduce the incentives given to healthcare workers.

“It is known that incentives received directly by healthcare workers have been deducted by management and then handed over to healthcare workers or other parties that are not directly involved in the management of COVID-19 patients,” KPK Acting Spokesperson for Prevention, Ipi Maryati, told reporters. on Tuesday (2/23/2021).

Ipi said that from March to the end of June 2020, through a rapid study on the management of COVID-19, especially in the health sector, the KPK found a series of problems related to the payment of incentives and compensation to workers Of the health. The findings are based on an analysis of the Decree of the Minister of Health (KMK) No. HK.01.07 / MNENKES / 278/2020.

The following are some of the problems encountered by the KPK:

1. Possible inefficiency in state finances caused by duplication of budgets for incentive programs for health workers in the regions, namely through the Operational Health Assistance (BOK) and Unexpected Expenditures (BTT) .

2. The staggered payment process causes long disbursement times and increases the risk of delays and cuts in incentives or health benefits by irresponsible parties.

3. The final verification process that is centralized in the Ministry of Health can lead to lengthy verification processes and result in slower payments for health benefits and incentives.

For these problems, KPK recommended a number of improvements. Among them is the sending of incentives for health workers to a single budget source (BOK or BTT).

“Payment of incentives and compensation for health workers in BOK-funded districts / cities / provinces is sufficient for the regional verification team. Payment of incentives and compensation is made directly to health workers “said Ipi.

On these recommendations, the Ministry of Health has followed up and issued a new regulation with improvements to the verification process and mechanisms to channel incentive and compensation funds for health workers who handle COVID-19. To ensure that health workers receive their rights without deduction, the KPK requests the Inspectorate and the Health Office to jointly supervise the distribution of incentive and compensation funds for health workers.

“Incentives and compensation for healthcare workers are a form of government recognition for healthcare workers managing COVID-19,” he said.

The government offers incentives and compensation for death as stipulated in the Decree of the Ministry of Health 278/2020 of April 27, 2020. Incentives and compensation for health workers are a right for health workers as a first line in the management of COVID-19 in health services and institutions designated by the central and local governments.
