KOMPAS.com – Jember DPRD Vice Chairman Ahmad Halim said the sanction given by East Java Governor Khofifah Indar Parawansa to Jember Regent was a response to the 2020 Jember Regency APBD controversy.
The community, Ahmad said, clearly knows who is to blame for the conflict.
“So that people don’t have a controversy of who is wrong and who is right,” Ahmad said during a press conference in the Banmus room of the Jember DPRD on Tuesday (9/8/2020).

Ahmad added, in the decision issued by Khofifah, it was clear that Faida was delayed in processing the formation of the Jember Regency Raperda in the Jember APBD for fiscal year 2020.
Where in the end there was no agreement in the discussion with members of the Jember DPRD.

As for Khofifah, the sanction was not only applied to the Regent of Jember, but to all the regional chiefs who violated it.
“The sanction is for regional chiefs who are late in submitting the General Priority Policy of the Temporary Budget Limit (KUA PPAS),” Khofifah said at the Grahadi State Building, Surabaya, on Tuesday.
Earlier it was reported that the Governor of East Java, Khofifah Indar Parawansa, granted administrative sanctions to the regent of Jember Faida in the form of not receiving financial rights for six months.
The rights referred to include base salary, position allowance, fees, operating support costs and other financial rights in accordance with statutory regulations.

Impose sanctions because Faida is considered behind schedule in processing the Raperda formation for Jember Regency in the Jember Regional Budget for budget year 2020.
Jember APBD’s discussion was delayed because the Interior Minister’s recommendation on Jember’s organizational structure and working procedures (SOTK) had not been followed by Jember Regent Faida.
The aforementioned recommendation, that is, to repeal 15 decrees on the appointment of officials and 30 governing regulations (Perbup) on positions, organizational structure, duties and functions and work procedures (KSOTK) that are considered not in accordance with the procedures.
The Jember DPRD did not dare to discuss it because the Jember Regent had not complied with the order of the Home Secretary.
Furthermore, the right of the DPRD to monitor and criticize the APBD has so far been deemed not working properly.
The East Java Provincial Government team through inspection has also come to Jember to find solutions to Jember APBD issues on June 25, 2020.
However, the meeting did not find a solution either. Ultimately, the inspection left the Jember issue to the Home Office.
