JAKARTA, KOMPAS TV – Karo Penmas, from the Public Relations Division of the National Police, Brigadier General Awi Setiyono, revealed the reason why the National Police did not arrest the former Chief of Police of Hubinter, Inspector General of the Hubinter Police, Napoleon Bonaparte, even though he was already a suspect.
As is known, Inspector General Napoleon is a suspect in the alleged bribery of the removal of the red notice Djoko Tjandra with his colleague, Brigadier General Prasetijo Utomo.
According to Awi, the reason the police did not arrest Inspector General Napoleon was not because the suspect was a two-star general. He said that the arrest was the authority of the investigator.

“Oh no, we do not exist (not detained because General Bintang Dua, Ed). I pure the whole investigation process, all the prerogatives,” Awi said in Bareskrim Polri, Jakarta, on Friday (8/28/2020).
Awi said that Inspector General Napoleon was not detained in accordance with the Code of Criminal Procedure (KUHAP). In these regulations, the arrest authority is the authority of the investigator.
“Investigators are still guided by the KUHAP. There it is established that whether a person is detained or not has subjective and objective conditions,” Awi said.
