The former head of the International Relations Division of the National Police (Kadivhubinter), Inspector General Napoleon Bonaparte, was called in by the prosecutor to mention ‘high-ranking officials’ in the chaos of the flow of bribes from Joko Soegiarto Tjandra alias Djoko Tjandra. After the meeting, Tommy Sumardi got in touch with Djoko Tjandra, whose position at the time was in Kuala Lumpur, Malaysia. Djoko Tjandra then sent $ 100,000 to Tommy Sumardi through his secretary named Nurmawan Francisca.

However, before the money was handed over to Napoleon, Tommy Sumardi met with Brigadier General Prasetijo Utomo. Prasetijo is the former head of the Oversight Coordination Office (Karo Korwas) of the National Police Criminal Investigation Agency who introduced Tommy Sumardi to Napoleon. Brigadier General Prasetijo took $ 50,000 of the $ 100,000 Tommy Sumardi brought to Napoleon.

During this trial, Inspector General Napoleon went directly to the courtroom as a defendant. The indictment against Inspector General Napoleon was read first, while the indictment against Brigadier General Prasetijo Utomo was read later.
