For the sake of smooth online teaching and learning, the Minister of Education and Culture (Mendikbud) Nobody Makarim provides Internet fee subsidies for students and teachers. Unfortunately, the grant aid ran into a lot of problems, Bunda.
Commission X DPR RI Chairman Syaiful Huda said Nobody’s fee attendance was minimal. This has led to mismanagement and a waste of budget. Syaiful said the Ministry of Education and Culture should be more detailed in regulating the requirements for recipients of free fees.
“Because philosophy is to give to those who cannot. [Tapi] Due to the scarcity of data, everything is subsidized. For those who have the ability, it is best not to mention it to their children, “said Syaiful Huda.
Syaiful Huda even suggested that the funds reaching Rs 7.2 trillion for the tuition subsidy should be used to buy smartphones for needy students, rather than subsidizing the tuition, but not on target.
“How many of the 68 million students do not have a smartphone? If possible, out of 7.2 trillion rupees, we ask that it be divided to provide subsidies for smartphones,” he said.
The most prominent misguidance incident was when Indonesian Ombudsman Alvin Lie received a free 50-gigabyte (GB) fee to study online. Alvin got a fee because he is currently studying for his Ph.D.
Alvin himself felt that he did not need the fee, because he had sufficient income. According to him, the subsidy of the quota should be properly verified to be on target.
“It seems that PhD students like me don’t need to be given an internet quota. This is to help young people. For S2, S3, they are usually already working,” Alvin said.
Furthermore, the Federation of Indonesian Teachers Unions (FSGI) predicts that the quota aid will lose up to 1.7 billion IDR. This is because the quota given is considered massive, so the quota may not be fully used.
As is well known, the amount of the quota that is granted to each educational level is different. PAUD students get 20 GB, elementary and high school students 35 GB, teachers 42 GB, teachers and students 50 GB.
“Because the remaining quota will be consumed along with the active quota period, we anticipate that around 15 of the 30 gigabytes (GB) will not be used,” said FSGI Undersecretary General Fahriza Marta Tanjung.
This fee subsidy is also divided into two, namely the fee to learn to access applications and sites determined by the Ministry of Education and Culture, as well as the general strength to access the internet without restrictions. The overall quota given is also considered minimal and insufficient, causing the Indonesian Child Protection Commission (KPAI) to criticize it.
KPAI Commissioner Retno Listyarti said that many students, teachers, and parents complained about the overall quota of only 5 GB allocated.
“During PJJ almost every day he uses a search engine to see the practice of his experience, like the culinary department looking for references in the YouTube application. Meanwhile, the YouTube application is not included in the learning quota package, ”he said.
Not only that, the number of beneficiaries of the free fee also apparently did not cover all students, professors, students and professors. This month, the free quota was distributed to 27,305,495 recipients.
However, according to Dapodik, the total number of students reached 52,202,289 people, 3,146,502 teachers, 8,399,451 students and 286,050 teachers. This means that only 42 percent of new teachers and students enjoy tuition assistance.
The allocation is also uneven in 34 provinces. A total of 16,424,143 out of 26,623,776 or about 61 percent of the students who received the fee were in Java. Meanwhile, for educators, 54 percent of the total comes from the island of Java. To be precise, there are 853,806 out of 1,553,090 educators. This means that the number of people receiving the quota comes from six provinces, according to CNN Indonesia.
Hopefully there is a solution for this in the future, Mother.
