Jakarta, CNBC Indonesia – The government has also debated a new formula for the salary scheme for public servants (PNS).

The government plans to eliminate a series of allowances and merge these components into just one salary and two types of allowances. This was revealed in the official statement of the State Agency for Public Function (BKN), on Friday (11/12/2020).

The process of formulating this policy refers to the mandate of articles 79 and 80 of the Law of the Public Function of the State (ASN) and facilitates the income of public servants.

The salary formula for public officials will be determined based on the workload, responsibilities and occupational risks. As for the allowances, it will be based on the performance achievements of each official.

Currently, civil servants receive various allowances, namely husband and wife allowances, child allowances, work allowances, performance allowances, food allowances, rice allowances, and expensive allowances. This assignment will be simplified.

The plan to reform the salary scheme will also change the pay system, which was originally based on rank, space class, and tenure, to a payroll system based on price and position value.

The value of the position in question is the value of the position obtained from the results of the evaluation of the position that produces the class of positions or position level that is later called rank.

The rules themselves for the rank of the PNS are interrelated with the regulations on the wages of the PNS that are regulated in the Government Regulation (PP) 7/1977 on the wages of the PNS that have been modified by the PP 15/2019. Furthermore, this is also related to other regulations such as the PNS pension guarantees, guarantees or savings for the old age of public officials, health insurance and others.

BKN emphasized that the revenue determination policy would still depend on the financial situation of the state. Therefore, extra careful effort is needed and is backed by in-depth analysis and simulation results.
