Jakarta, CNN Indonesia – Financial Audit Agency (CPC) sent a letter to the Minister of Finance Sri Mulyani on the payment of revenue sharing funds (DBH) to the local government. The letter was a response to the previous State Treasury letter related to the distribution of poorly paid DBH 2019 in the context of dealing with Covid-19.
BPK President Agung Firman Sampurna said the letter was sent to Sri Mulyani on April 28, 2020. In the letter, he said that DBH’s payment was unrelated to the results of the BPK audit.
“Please let the Finance Ministry make a decision on whether to pay or not to pay, you do not need to be connected with the BPK audit,” he said in a video conference on Monday (5/11).

The BPK explained the definition of DBH based on articles 11 to 24 of Law number 33 of 2004 on the financial balance between the central government and regional governments. The BPK stated that DBH should be distributed according to the realization of the income of the current year.
Second, the DBH allocation. The BPK stated that the DBH allocation was the basis for the preparation of the Regional Budget (APBD). Therefore, the delay in payment by the Ministry of Finance will cause maladjustment between income and expenses in APBD in a significant amount.
Third, DBH debt in the Central Government Financial Report (LKPP). BPK claims that it has been indirectly a statement that the central government uses DBH as a source of spontaneous funding (spontaneous financing) for the benefit of the central government.
