JAKARTA, KOMPAS.TV – The head of the Indonesian National Police (Kapolri), General Idham Azis, issued a telegram number: STR / 645 / X / PAM.3.2. / 2020 dated October 2, 2020.

The telegram from the Chief of Police ordered the Police to counter or fight against the issue of labor demonstrations during a national strike and the rejection of the Employment Creation Bill.

The telegram from the head of the National Police was confirmed by the Chief of Public Relations of the Police Headquarters, Inspector General Argo Yuwono, in a written statement to journalists on Monday (10/5/2020).

“Yes, it is true that the telegram, as was once transmitted by the Chief of the National Police, General Idham Azis, in the midst of the Covid-19 pandemic, the safety of people is the highest law or salus populi suprema lex esto” Argo said, quoted from Kompas.com.

The content of the telegram from the Chief of Police was signed by the Deputy Chief of Police, Inspector General Imam Sugianto, which contained 12 command points. The following is the content of the telegram.

First, perform intelligence and early detection functions to prevent demonstrations and strikes that can lead to anarchist actions and social conflicts.

Second, carry out mapping in companies or strategic production centers and provide security guarantees to parties that threaten, provoke or force them to participate in demonstrations and strikes.

Third, prevent, reduce and divert demonstrations to prevent the spread of Covid-19.

Fourth, coordinate and communicate with all related parties to maintain a favorable situation.

Fifth, conduct cyber patrols on social media and media management to generate public opinion that disagrees with the protests amid the Covid-19 pandemic.

Sixth, build a narrative against the issues that discredit the government.

Seventh, the police have strict instructions not to give permission for demonstrations and other crowd-provoking activities.

Eighth, the anticipation must be done at the meeting point or upstream and carry out open and closed security.

Ninth, the ranks were asked not to intercept the toll roads because this could have an impact on their closure, which could become a national and international problem.

The tenth is to enforce the law against criminal offenses using the article of the Penal Code and the Sanitary Quarantine Law.

On the 11th, the ranks were asked to prepare a security plan while still adhering to regulations related to crowd control and countermeasures against anarchists.

12th, all levels of the National Police in their respective regions are requested to report on the preparation and activities carried out to the Chief of the National Police and the Deputy Chief of Police.
